About the Role The Medicaid Eligibility Examiner 2 (MEE 2) is a supervisory position in the State Disability Review Unit (SDRU). The MEE 2 leads a team of examiners, manages a 90‑day regulatory timeline, provides technical guidance on complex cases, monitors workload distribution to prevent backlogs, and ensures HIPAA compliance in handling medical evidence. The role mitigates legal risks and prevents service delays that could jeopardize clients’ access to essential healthcare. Responsibilities Lead a team of Medicaid Eligibility examiners to process disability determinations in accordance with state and federal mandates. Manage the 90‑day regulatory timeline for case reviews. Provide technical guidance on complex case management. Monitor workload distribution to prevent backlogs. Ensure rigorous HIPAA compliance in handling medical evidence. Maintain high standards of accuracy and timeliness to mitigate legal risk. Qualifications Minimum Qualifications: Current New York State employee with one year or more of permanent or contingent‑permanent competitive service as a Medicaid Eligibility Examiner 2 (SG‑14). Permanent Transfer Eligibility: New York State employee with one year or more of permanent or contingent‑permanent competitive service in a position allocated to SG‑12 above and eligible for transfer under Section 70.1 of the Civil Service Law. Non‑Competitive Candidates via NY HELPS Program: Four years of full‑time experience performing one or more of the following six activities: determining eligibility for a health care program, performing utilization review, analyzing patterns of health care, determining reimbursement and financing of health care services, performing quality assurance activities, inspecting or monitoring health care programs or facilities, and planning, designing or evaluating proposals. Substitution: College credit hours may substitute for up to two years of experience at the rate of 30 college credits equaling one year of experience. Preferred Qualifications: Strong analytical skills and attention to detail, good oral and written communication, proficiency in Microsoft Office (Word, Excel, Access), ability to work independently and as part of a team, manage multiple priorities to meet deadlines, professional experience in public health insurance programs (Medicaid, Medicare, Child Health Plus) and supervisory experience.
