Duties Description As part of the Bureau of Program Review within the Division of Eligibility and Marketplace Integration, the Program Research Specialist 1 (PRS1) will conduct Medicaid and Child Health Plus (CHPlus) pre- and post-eligibility reviews for the following: Child Health Plus Health Plan Reviews Local District Monitoring Reviews Public Health Emergency Unwind and Special Reviews Medicaid Eligibility Quality Control Reviews The role involves evaluating and monitoring health plan, local district, and other State agency compliance with State and federal Medicaid rules concerning recipient eligibility and enrollment processes using eligibility policies, evaluation standards, and applicable data systems and other resources. Key Responsibilities Identify appropriate case universes and generate test and/or review samples. Assist in testing, updating, and revising standardized review worksheets and training materials. Perform reviews, document findings, assign finding codes for all cases, and conduct quality control reviews on initial and peer worksheets completed by subordinate staff. Conduct case research and identify cases at risk for irregularities. Perform data analysis and compile review results. Draft and edit summary reports. Provide supervision to professional subordinate staff, coordinate staff assignments, and review, monitor, and evaluate staff performance. Minimum Qualifications Current Department of Health (DOH) employee in permanent or contingent-permanent status as a Program Research Specialist 1, G-18. Bachelor's degree with nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics. Two years of professional research experience performing the collection, manipulation, and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations. For applicants with a master's degree or higher, one year of experience may be substituted. Preferred Qualifications Strong analytical skills and meticulous attention to details. Excellent oral and written communication skills. Proficiency in Microsoft Office (Word, Excel, Access). Ability to work independently and as part of a team, managing multiple priorities to meet deadlines. Professional experience in public health insurance programs, including New York's Medicaid, Medicare and/or Child Health Plus, and supervisory experience.
