Duties Description The Testing Services Division is responsible for the development, administration, scoring, and validation of examinations provided to the public for state agencies and local jurisdictions. The Department is modernizing civil service examinations and establishing 12 computer‑based testing centers across New York State to improve accessibility. Position Overview The Human Resources Specialist 1 (Testing) or Trainee 1 / Trainee 2 will work in Test Development Section C3A, which develops civil service tests for a variety of occupational areas. Responsibilities Plan, prepare, and evaluate tests using multiple formats (multiple‑choice, evaluation of training and experience, job simulations, constructed responses, performance). Collect and analyze job information for developing and documenting test plans. Write, edit, review, and proof test material; collaborate with subject‑matter experts; analyze results and prepare scoring recommendations. Collaborate internally and with other departments. Participate in inter‑division workgroups and project teams to support modernization efforts. Minimum Qualifications Position is part of the NY HELPS program; no examination required, but all candidates must meet the minimum qualifications. Human Resources Specialist Trainee 1 (Testing) Four years of experience developing interview techniques, rating scales, and tests for employee selection, placement, or promotion; or 2 years with an associate degree, 4 years with a bachelor’s degree, 5 years with a master’s, 6 years with a doctorate. Human Resources Specialist Trainee 2 (Testing) Five years of experience developing interview techniques, rating scales, and tests for employee selection, placement, or promotion; or 2 years with an associate degree, 4 years with a bachelor’s degree, 5 years with a master’s, 6 years with a doctorate. Human Resources Specialist 1 (Testing) Six years of experience developing interview techniques, rating scales, and tests for employee selection, placement, or promotion; or 2 years with an associate degree, 4 years with a bachelor’s degree, 5 years with a master’s, 6 years with a doctorate. Preferred Qualifications Background and/or experience in science, technology, engineering, or mathematics. Strong logical reasoning and data analysis skills. Close attention to detail.
