Location: Washington, DC (Local Candidates Only)

Position Overview

We are seeking an experienced Safety Reviewer to support a District of Columbia Government agency by reviewing, processing, and coordinating public space occupancy permits related to DC Water lead service line replacement projects. The successful candidate will ensure permit applications comply with District regulations, traffic control standards, and roadway safety requirements while facilitating timely permit approvals through DDOT's Transportation Online Permitting System (TOPS).

This position requires a strong background in Maintenance of Traffic (MOT), traffic control plan review, civil construction, and regulatory compliance.

Key Responsibilities

• Review, process, expedite, and maintain DC Water occupancy permit applications submitted through DDOT's Transportation Online Permitting System (TOPS).
• Evaluate permit applications for completeness, accuracy, and compliance with applicable standards and regulations.
• Process complete permit applications within fifteen (15) business days when all required documentation has been provided.
• Conduct comprehensive Maintenance of Traffic (MOT) reviews to ensure compliance with DDOT requirements, AASHTO standards, and FHWA guidelines.
• Review engineering drawings, utility plans, Traffic Control Plans (TCPs), specifications, and supporting documentation.
• Verify compliance with environmental commitments, right-of-way requirements, pre-inspections, utility coordination, and safe accommodation standards.
• Document technical comments, recommendations, and approval conditions within the TOPS system.
• Coordinate with DC Water, DDOT staff, utility companies, contractors, and project stakeholders to resolve permit deficiencies.
• Recommend permit approvals based on compliance with District regulations and engineering standards.
• Ensure proposed work zones maintain public safety, minimize traffic disruptions, and provide safe accommodations for motorists, pedestrians, cyclists, and transit users.

Required Qualifications

• Bachelor's degree from an accredited college or university in one of the following:
• • Transportation Engineering
  • Civil Engineering
  • Architecture
  • Urban Planning
  • Related transportation discipline
• Minimum of five (5) years of experience in:
• • Maintenance of Traffic (MOT)
  • Traffic Control
  • Civil Construction
  • Utility Construction
  • Transportation Infrastructure Projects
• Must possess one of the following certifications:
• • Traffic Control Supervisor (TCS)
  • Traffic Control Design Specialist (TCDS)
• Experience reviewing engineering plans and construction documents.
• Strong understanding of roadway safety practices and temporary traffic control.
• Excellent written and verbal communication skills.
• Ability to manage multiple permit reviews while meeting established deadlines.

Preferred Qualifications

• Experience working with DDOT permitting processes.
• Experience using Transportation Online Permitting System (TOPS).
• Knowledge of utility construction and water infrastructure projects.
• Familiarity with District of Columbia permitting requirements.
• Experience supporting local, state, or federal transportation agencies.
