Potable and Wastewater Operations Specialist

Position Summary

I-2-I Solutions is seeking an experienced, certified Potable and Wastewater Treatment Plant Operator to support the operation of the potable water and wastewater treatment systems at Flight 93 National Memorial in Stoystown, Pennsylvania (892 Skyline Road Stoystown, PA 15562).

The selected operator will be responsible for routine operation, monitoring, testing, maintenance, sampling, regulatory compliance, and operational reporting for both systems. The operator will serve as the certified operator responsible for process-control decisions and will help ensure continued compliance with Pennsylvania Department of Environmental Protection requirements, the facility's NPDES permit, and potable-water permit requirements.

This position requires an operator who can work independently, maintain accurate operational records, recognize abnormal operating conditions, and respond appropriately to treatment or compliance issues.

Required Licenses

Candidates must hold the licenses required to operate the facility under Pennsylvania Department of Environmental Protection requirements:

• Pennsylvania Wastewater Treatment Operator License — minimum Class D

• Pennsylvania Wastewater Subclass 1 – Activated Sludge

• Pennsylvania Potable Water Operator License

Candidates currently certified in another state may be considered if they are eligible to obtain Pennsylvania certification through reciprocity; however, Pennsylvania certification must be obtained and effective before beginning plant operations.

Primary Responsibilities

The Water Operator will be responsible for the day-to-day operation of the potable and wastewater treatment systems, including:

• Operate and monitor the potable water and wastewater treatment plants.

• Perform routine plant inspections and operational maintenance.

• Perform required daily operating tests and document results.

• Monitor treatment processes and make process-control decisions as required.

• Maintain compliance with Pennsylvania DEP requirements and applicable facility permits.

• Monitor potable-water treatment, including chlorination and other treatment processes.

• Monitor wastewater treatment processes, including the extended-aeration activated-sludge system.

• Perform or coordinate wastewater monitoring for parameters required under the facility's NPDES permit.

• Collect and prepare water and wastewater samples for laboratory analysis.

• Maintain proper sample documentation and coordinate laboratory submissions.

• Review analytical results and identify potential compliance concerns.

• Prepare information required for monthly operating reports.

• Assist with preparation of Discharge Monitoring Reports and potable-water compliance documentation.

• Maintain complete and accurate operating, testing, sampling, maintenance, and compliance records.

• Immediately identify and respond to abnormal operating conditions or potential permit violations.

• Investigate noncompliant results, determine probable causes, and implement appropriate operational corrective actions within the operator's authority.

• Notify I-2-I management and designated Government personnel of compliance issues in accordance with established reporting requirements.

• Identify equipment or facility conditions requiring repair and communicate those needs for corrective action.

• Maintain treatment and testing areas in a clean, organized, and safe condition.

• Monitor chemical and operational supply requirements and provide sufficient advance notice when additional supplies are needed.

• Follow applicable OSHA, Pennsylvania DEP, NPS, environmental, safety, and health requirements.

• Use and maintain required personal protective equipment.

• Provide basic instruction and guidance to designated NPS personnel regarding visual monitoring, instrumentation readings, sample collection, abnormal operating conditions, and emergency procedures.

• Participate in project meetings and communicate clearly with I-2-I management and Government representatives.

Facility Information

The position supports two treatment systems located at Flight 93 National Memorial.

The potable water system includes a groundwater well, chemical treatment including AQUA MAG and chlorine injection, a 5,000-gallon underground holding tank, booster pumping, filtration, and associated monitoring and control equipment.

The wastewater treatment system is a Class D, Subclass 1 facility consisting of an approximately 5,000-gallon-per-day extended-aeration treatment plant. The system includes four Jet 1250/1500 Series BAT Media Plants, a 5,000-gallon septic tank, three 5,000-gallon equalization tanks, dosing tank and pumps, and an effluent discharge system.

Schedule and Availability

Plant services are required seven days per week, Sunday through Saturday .

The operator will be required to be onsite each service day for the amount of time necessary to complete required plant operations, inspections, maintenance activities, and daily testing. This is not defined by the Government as a fixed eight-hour daily shift; the actual daily schedule will be based on operational requirements.

The certified operator must also remain available to make timely process-control decisions when not onsite.

Emergency response availability is required 24 hours per day, 7 days per week . When an onsite emergency response is required, the operator must be capable of arriving at Flight 93 National Memorial within two hours of notification .

Applicants should therefore live within a reasonable travel distance of Stoystown, Pennsylvania.

Required Qualifications

• Current operator licensing sufficient to meet the Pennsylvania DEP requirements listed above.

• Knowledge and practical experience in potable-water treatment operations.

• Knowledge and practical experience in activated-sludge wastewater treatment operations.

• Ability to independently monitor treatment processes and make appropriate process-control decisions.

• Experience performing water and wastewater operational testing.

• Experience collecting compliance samples and maintaining sampling documentation.

• Familiarity with NPDES and Pennsylvania DEP compliance requirements.

• Ability to interpret operating data, instrumentation readings, and laboratory results.

• Ability to recognize abnormal treatment conditions and determine appropriate corrective operational actions.

• Ability to maintain accurate logs, records, reports, and compliance documentation.

• Ability to work independently with limited supervision.

• Ability to communicate clearly with facility personnel, management, laboratories, and regulatory or Government representatives.

• Ability to read, write, speak, and understand English and complete required written reports.

• Ability to comply with Federal, Pennsylvania, NPS, OSHA, environmental, health, and safety requirements.

• Ability to meet the required two-hour emergency onsite response time.

Preferred Experience

Preference will be given to candidates with experience involving:

• Small public drinking-water systems.

• Small extended-aeration wastewater treatment plants.

• Pennsylvania NPDES permit compliance.

• Pennsylvania public water system compliance.

• Activated-sludge process control.

• Chlorination and dechlorination systems.

• Potable-water chemical-feed systems.

• Routine wastewater parameters such as pH, dissolved oxygen, chlorine residual, CBOD5, TSS, fecal coliform, ammonia-nitrogen, and nutrient monitoring.

• Preparing operational or regulatory reports for municipal, state, or Federal facilities.

• Federal Government or National Park Service facilities.

Work Environment and Safety

The operator will work around active potable-water and wastewater treatment equipment, chemicals, pumps, tanks, and associated treatment infrastructure.

Employees are required to follow applicable safety procedures, use appropriate PPE, maintain a clean and safe work area, and comply with site-specific National Park Service requirements.

Professional conduct and appearance are required while working at the National Memorial.
