Human Resources Specialist

The Human Resources Specialist performs a variety of human resources administrative tasks in support of the agency. Essential Requirements Ability to obtain and maintain a Public Trust Security Access – U.S. citizen only due to government or federal requirements Thorough knowledge of automated HR/personnel systems such as USA Staffing, eOPF, and the National Finance Center systems Ability to communicate effectively both orally and in writing Essential Duties and Responsibilities Perform complex administrative tasks supporting HR operations, including processing HR transactions, maintaining and securing employee records, and preparing documentation for audits and compliance checks Ensure all actions comply with federal, state, and local employment laws and other applicable guidance Prepare and review recruitment requirements packages and vacancy announcements, coordinate interviews with hiring managers, and track the status of announcements Apply pay‑setting calculations to support job offers, disseminate government‑approved correspondence, and respond to applicant inquiries Assist with qualification reviews and ensure recruitment actions meet regulatory requirements Facilitate the onboarding process by arranging orientations, preparing offer letters, conducting background checks, and ensuring timely completion of new‑hire paperwork Address routine employee questions and escalates more complex issues to HR management Utilize HR information systems to input, retrieve, and compile data Prepare HR metrics, status updates, and ad‑hoc reports to support leadership decision‑making and identify workforce trends such as skill gaps to inform talent strategies Support benefits enrollment and resolve employee benefit issues in coordination with providers Answer employee questions related to pay, benefits, and related HR policies Coordinate logistics for training sessions, maintain training records, and assist with developing and distributing training materials Help communicate and implement HR policies and procedures across the organization Manage HR calendars, schedule meetings, and organize HR‑related events to ensure smooth HR operations and employee engagement initiatives Other duties may be assigned. Education & Experience High school diploma or general education degree (GED) and a minimum of five (5) years of relevant experience in a range of HR concepts, practices, laws, regulations, and precedents to provide comprehensive management advisory and technical services to USAO senior officials and government employees. An active and current Delegated Examining Unit (DEU) certification, which must be maintained throughout the duration of the contract. Physical Demands Work is primarily performed in an office environment. Regularly required to sit. Regularly required to use hands to finger, handle, or feel; reach with hands and arms to handle objects and operate tools, computers, and/or controls. Required to speak and hear. Occasionally required to stand, walk, stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers, printers, and light traffic. Pay Range The estimated pay range for this role is $70K to $77K, with the final offer contingent on location, skillset, and experience.
