The City of Clayton is now accepting applications for the position of Human Resources Manager. The Human Resources Manager is responsible for managing all aspects of the City's human resources functions. This includes recruitment, employee relations, benefits administration, compensation, and performance management. The Human Resources Manager will ensure compliance with all relevant laws and regulations, as well as monitor industry trends and best practices to make recommendations for improvements to the human resources operations. The successful candidate will be an experienced HR professional who can work independently and collaboratively with all levels of the organization. This position serves on the City's leadership team, and supervises the HR Generalist. Employee reciprocal memberships available for The Pointe in Ballwin and THE HEIGHTS in Richmond Heights.Transportation benefit available for employees to receive a 25% subsidy for the purchase of Metro passes, which are paid for on a pre-tax basis through payroll deduction.Voluntary identity theft protection available from Lifelock.Click here for further details on the City's benefit package.Key Duties & Responsibilities of the HR Manager:Develop, implement and oversee the City's human resources policies and procedures, ensuring compliance with all applicable laws and regulationsManage the recruitment and selection process, including developing job descriptions, posting job openings, screening resumes, interviewing candidates, and making job offersOversee employee and labor relations, including handling employee complaints and grievances, providing guidance and coaching to supervisors and managers on employee and labor relations issues, and ensuring compliance with the City's employee handbook and policiesManage the administration of employee benefits programs, including health insurance, retirement plans, and other benefitsDevelop and manage the compensation program, including salary surveys, job evaluations, and pay equity analysisDevelop and implement performance management programs, including performance appraisals, goal setting, and employee development plansProvide guidance and advice to managers and supervisors on disciplinary actions, terminations, and other employment-related issuesOversee compliance with all applicable labor laws and regulations, including FMLA, ADA, FLSA, and EEOCMaintain accurate and up-to-date employee records, ensuring confidentiality and security of employee informationManage the HR budget, including forecasting expenses and monitoring expendituresStay up-to-date on industry trends and best practices and make recommendations for improvements to the HR operationsPerform other duties as assignedHR Manager Qualifications:Bachelor 's degree in human resources management, business administration, or a related fieldMinimum of 5 years of experience in human resources management, preferably in a municipal or government settingDemonstrated knowledge of employment laws and regulations, including FMLA, ADA, FLSA, and EEOCExcellent communication skills, both oral and written, with the ability to effectively communicate complex information to diverse audiencesStrong analytical and problem-solving skills, with the ability to think strategically and creativelyDemonstrated ability to work collaboratively with all levels of the organization, including elected officials, department heads, and employeesStrong leadership and management skills, with the ability to motivate and inspire staffSHRM-SCP or SPHR certification preferredValid driver's license and reliable transportationApplication and Pre-Employment Information for the HR Manager Position:Applications for the HR Manager position will be accepted until the position has been filled.
