Involves establishing goals and objectives for successful healthcare mandate and grant activities' implementation and assessment and developing operationally-defined guidelines, procedures, policies, rules, and regulations. Coordination of schedules, priorities, and clear standards for achieving established goals and evaluation of team activities, budgeting, and continuous education are also required. Plans, assigns, and supervises work of others, stepping in as needed to support the team and produce high quality, professional, and well-written products; responsible for personnel needs. Works under supervision of the Unit Director and closely with internal and external colleagues with strong initiative and independent judgment required. NOTE: This position is funded through July 31, 2027, and possibly longer pending CDC grant awards. Essential Job Functions

  • 35%) Manages several team leaders and 14 to 20 data and training subject matter staff (some may be contractors) on high profile and high impact public-facing work. Establishes goals, objectives, and budgets associated with federal and state statutes and grants for infectious disease education, reporting, and prevention. Develops and approves schedules and priorities for high visibility deliverables to improve awareness and prevention of healthcare-associated infections, preventable healthcare events (e.g., injuries), and uses data-driven strategies to inform Unit activities. Writes accessible products using plain language for Unit grants, memoranda of agreement, and contracts managed by the Unit. Prepares responses to audits and other reporting and monitoring requirements. Manages and evaluates budget requests and expenditures, adjusting as necessary to steward Texas taxpayer dollars. Identifies areas for change and recommends improvements related to grant and statute deliverables, revenue budgets, cooperative agreements, contracts, and provides technical guidance on legislative requests and fiscal impact statements. Works under pressure with limited time and competing priorities, guiding a team to complete excellent work.
  • 25%) Provides technical guidance on infection prevention and control resources, reports, and statewide information dissemination. Guidance may include preparing rules for reporting, auditing reporting sources, developing operating procedures and guidelines, managing disease databases and electronic laboratory records, conducting epidemiologic analyses, and generating reports. Identifies areas needing change and recommends operations improvements related to data reporting.
  • 25%) Performs advanced management and oversight for all operations of the TxHSN Application Support Team and the Training Deployment Team in collaboration with the Unit Manager. Manages staff development plans and activities. Plans, assigns, and supervises work of team staff including hiring, terminating, rewarding with merit increases and promotions, assigning or reassigning duties. Develops and approves schedules and priorities for staff, manages performance evaluations, leave records, travel, training, and resolves employee relations problems.
  • 10%) Shares advanced oversight responsibility for the Health Safety Unit with the Unit Manager. Establishes goals and objectives related to infectious disease reporting. Develops, reviews, revises, and implements related legislation. Coordinates policy and procedure implementation and compliance monitoring, represents HSU at meetings, hearings, conferences, seminars, boards, panels, and committees. Manages continuous process improvement, evaluates and improves unit website components, coordinates student public health internships and practice, assumes duties of the Unit Director when out, reviews legislation, prepares bill summaries, and serves as resource for initiatives, exceptional items, and bills.
  • 5%) Performs other duties as assigned, including active participation or supporting role for agency’s disaster response, recovery, or continuity of operations (COOP) activation. Participation may require alternate shift patterns or location assignment.
Knowledge, Skills, & Abilities Knowledge of local, state, and federal laws and regulations related to public health, healthcare, government, and infection prevention and control. Knowledge of principles and practices of public health administration and management. Skill in using logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions, or approaches to infectious disease reporting problems and use of Department resources. Skill in writing concise, plain language, and accessible work products like email, task plans, manuscripts, policies, grant deliverables, and presentations. Skill operating standardized data and reporting systems such as medical records, RedCap, NEDSS, NHSN, CDC Reporting. Ability to establish operationalized, clearcut goals and objectives related to infectious disease reporting and prevention. Ability to develop and evaluate administrative policies and procedures related to infectious disease reporting and prevention. Ability to communicate effectively and flexibly via virtual and in-person modalities. Ability to plan, assign, and supervise the work of others. Ability to design, implement and evaluate data surveillance and quality improvement programs. Ability to prioritize multiple work assignments while remaining flexible and professional. Ability to budget money, time, and resources in a public health setting. Ability to administer federal grant application processes and contracting processes. Ability to devise solutions to administrative problems. Ability to facilitate and work in a team environment. Registration Or Licensure Requirements CTCM and/or a-IPC preferred. Initial Selection Criteria Minimum 2 years of professional Manager or Leadership experience. Bachelor's degree, Master's preferred. Attention to detail and technical writing skills (per application and communications). Minimum 2 years in public health, healthcare, government, or federal grants.
