Responsibilities This position manages the development of tax policies and procedures, oversees all legislative tax data‑change planning and implementation for the Department and the State, administers the Program Office and advises the Director on data‑change services to support an efficient and accurate tax system. Minimum Qualifications Legal Authorization to Work – The State of Hawaii requires all persons seeking employment with the government of the State to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. Basic Education Requirement – Graduation from an accredited four‑year college or university with a bachelor's degree. General Experience Requirement – One year of progressively responsible administrative, professional, analytical or other work experience requiring a high degree of analytical skill, including reading, comprehending, interpreting, and evaluating technical subjects, analyses or proposals; applying problem‑solving methods and techniques such as defining and analyzing problems, identifying alternative courses of action and determining appropriate alternatives; preparing concise written reports and recommendations. Specialized Selective Certification Experience Requirement – Three and a half years of professional work experience in federal or state government tax administration, involving regulating tax compliance; managing cross‑functional projects; demonstrating knowledge of current federal and state tax laws, policies, and processes. Supervisory Experience Requirement – One year of formal supervisory experience overseeing a professional staff, including planning, scheduling, reviewing work, advising on difficult problems, training and evaluating subordinates. Managerial Aptitude Requirement – Demonstrated managerial aptitude through successful performance or substantial participation in organizing, scheduling, and coordinating activities to achieve program objectives within time, resource, and budgetary limitations.
