Introduction
THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.
Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00:00 p.m. on the Last Day for Filing. Failure to submit the Supplemental Questionnaire will result in disqualification.

MISSION STATEMENT
The mission of the Alameda County Probation Department is to protect the public safety by providing supervision, services, support and opportunities to our clients on behalf of the people of Alameda County through quality supervision, leadership, services and effective partnerships.
THE AGENCY
The Alameda County Probation Department is an essential element of the County’s system of public protection and human services. The Department’s role is to reduce the impact of crime in the community by providing accurate, comprehensive and timely information and recommendations to the Courts, providing community-based sanctions and treatment for offenders, and working cooperatively with law enforcement agencies and community organizations with similar objectives. The Department provides a wide range of mandated and discretionary investigative, advisory, and supervisory services to adult and juvenile probationers pursuant to State law and the County Charter.
THE POSITION
Under the general direction of the Community Re-entry and Outreach Director, this classification is responsible for assisting justice involved individuals in obtaining services, by providing oversight over one of four specializations within the Probation Department’s Re-Entry Unit which provides employment, housing, education and/or other rehabilitative programs, services, activities and projects; and, does related work as required.

MINIMUM QUALIFICATIONS
Education
Possession of a bachelor’s degree from an accredited college or university (180 quarter or 120 semester units), preferably in workforce development, education, training, public administration, or organizational behavior and development.
AND
Experience
Four years of full-time, professional-level experience in any of the following: reentry program development and administration, criminal justice policy development, and/or direct service in reentry programs such as housing, employment, substance use/behavioral health services and education to reentry and criminal justice-involved populations. Two years of which should be in a lead or supervisory capacity.
Substitution
Possession of a master’s degree or above may be substituted for one year of the required experience.
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
KNOWLEDGE AND SKILLS
Knowledge of
- State and local regulations that govern re-entry employment, housing, education and/or other rehabilitative programs and services.
- Methods and techniques of organizing and motivating groups.
- Principles and methods of public administration; organizational development management analysis; personnel, fiscal, program management; and, administrative problem solving.
- Community and agency consultation methods and procedures.
- Basic supervision and managerial principles.
Ability to:
- Plan, organize, manage and evaluate re-entry employment, housing, education and/or other rehabilitative programs.
- Establish and maintain program objectives, priorities and policies.
- Integrate program activities to attain goals.
- Communicate and interact effectively with a variety of government and community officials, and with individuals of diverse backgrounds, positions and life experiences.
- Interpret and apply state and local legislation, codes, regulations and programs related to re-entry, including: employment, housing, education and/or other rehabilitative programs.
- Prepare and present clear and concise oral and written reports.
- Develop and recommend effective courses of action.
- Consult with and advise top administrators on program activities and status.
- Manage multiple priorities and work under pressure.
- Make public presentations to groups within and outside of County government.
- Develop short and long-range budget plans that accurately reflect program needs.
- Apply the resources and tools of a specialty subject area.
- Supervise, manage and direct the work of subordinate employees.
EXAMINATION COMPONENTS
- A review of applicants' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
- A review of the supplemental questionnaire to determine best qualified. Those candidates considered the best qualified will move on to the next step in the examination process.
- An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
