Program Analyst

Summary

This position is located in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Apprenticeship (OA), within the Division of National Systems Building. The role supports the Division by leading and contributing to policy development, conducting analyses, and advising management on complex policy and operational issues.

Duties

Help

Responsibilities include coordinating and managing requirements under the Paperwork Reduction Act (PRA); supporting A-123 activities; and assisting with Government Accountability Office (GAO) and Office of Inspector General (OIG) audits. The position also prepares and manages timely, accurate responses to Congressional inquiries.

For Series 0343 - GS-13:

• Develops, analyzes, and evaluates new or modified program/management policies, regulations, goals, or objectives.
• Plans and leads short- and long-term strategic projects that support Office of Apprenticeship policies, procedures, priorities, and operations. Establishes goals, objectives, timelines, and milestones.
• Drafts and/or modifies policy and technical assistance tools and informational documents intended to facilitate apprenticeship compliance and modernization efforts, such as compliance checklists, policy analysis documents and backgrounders, standard operating procedures (SOPs), bulletins, desk aids, fact sheets, reference guides, manuals, and Web and educational materials.
• Uses judgment in researching regulations, and in determining the relationship between guidelines and organizational efficiency, program effectiveness, and/or employee.
• Evaluates the regulatory and programmatic sufficiency of submissions made to DOL by external entities in connection with the establishment of apprenticeship programs, networks, and regulatory and oversight bodies, and determines whether granting registration or recognition status to such outside entities is appropriate.
• Provides timely and effective technical assistance in response to policy inquiries submitted by public and private stakeholders on apprenticeship-related topics, and providing superior customer service to such individuals.
• Conducts periodic surveys of administrative and program support activities to determine compliance with applicable regulations and procedures.
• Evaluates and advises on organization structures, methods, and procedures. Analyzes management information requirements.
• Provides timely and effective technical assistance in response to policy inquiries submitted by public and private stakeholders on apprenticeship-related topics, and providing superior customer service to such individuals.
• Develops technically accurate informational materials, policy guidance, speeches, talking points, and briefing materials for management on apprenticeship topics that are consistent with the policy approaches and priorities of the Administration.

Qualifications

For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

• Conducted research on directives, regulations, and legislation, and developed or revised policy products such as regulations, guidance, circulars, SOPs, bulletins, desk aids, fact sheets, and manuals.
• Developed clear, technically accurate materials such as policy guidance, speeches, talking points, briefing documents, and analytical reports to communicate complex information to leadership, stakeholders, and the public, ensuring alignment with organizational priorities.
• Provided timely and effective technical assistance to public and private stakeholders by explaining program/policy requirements, responding to inquiries, and supporting implementation or compliance activities.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
