Ensured Consideration Date: July 12, 2026 Human Resources Manager Job Summary This position oversees daily human resources functions ensuring efficient processes, maximizing technology use, and implementing policy throughout the department. It bridges strategy with execution for a positive employee experience, and shares oversight of the team with another HR Manager. The role is a member of the Human Resources Department leadership team and can be 100% remote or hybrid. Responsibilities Design, implement, and monitor university human resources policies and processes to ensure compliance with labor laws and regulations. Serve as a consultant and advisor to university staff, managers, and the HR team on complex employment matters. Optimize workflows for the entire employment lifecycle (recruitment, onboarding, offboarding, transfers, promotions, separations) and utilization of HR systems and databases. Provide oversight of the university's position management program and review all personnel changes. Co‑manage recruitment and staffing activities, develop guidelines, ensure compliance, and align practices with university values and strategic goals. Monitor and report on key performance indicators for HR service delivery and employee and customer satisfaction. Recommend and implement transaction tracking tools and lead initiatives to boost efficiency and consistency. Develop project timelines and track deliverables across the department. Coordinate with IT on HR technology implementation and system integrations, and serve as the system administrator for the Applicant Tracking System (ATS). Develop and deliver effective training to university stakeholders; review and update employment resources for managers. Oversee departmental metrics and biannual reporting; assist staff in improvement and track impact. Foster development of human resources staff, supervise assignments, set team goals, and foster staff development to ensure operational effectiveness and customer service. Provide departmental leadership, guidance, and process oversight, assist with troubleshooting, and engage in continuous improvement initiatives. Apply safety‑related knowledge, skills, and practices to daily work. Required Education, Certifications, and Licensures Bachelor's degree in Human Resources, Business, Operations, or related field, or equivalent combination of education and experience. Minimum of 3 years of full lifecycle human resources experience. Desirable Education and Experience Minimum of 5 years of HR experience, including at least 1 year supervising HR staff. Experience leading a team remotely. SHRM or PHR certification preferred. Lean Six Sigma training preferred. Experience in higher education HR.
