Delaware Valley Paving – National Construction Division Position Overview Delaware Valley Paving (DVP) is seeking an experienced, organized, and relationship-driven Program Manager to support our National Construction division. This position manages national and multi-site customer programs — including bidding, estimating, procurement, and project coordination — for commercial retail, big-box, distribution, industrial, and property management clients across the U.S. The Program Manager serves as the key connection between our customers and our internal estimating, operations, and field teams, guiding opportunities from initial customer discussions and bidding through project execution and closeout. Key Responsibilities Program & Account Management Develop and maintain strong, long-term relationships with national retailers, commercial developers, property managers, construction managers, HOAs, and other key national accounts. Serve as the primary point of contact for assigned national programs and multi-site rollouts. Understand customer needs and proactively identify opportunities for additional paving, concrete, and site work at existing sites within the program. Manage multiple programs, accounts, and priorities simultaneously across multiple states while maintaining strong attention to detail. Coordinate with estimating, operations, project management, field crews, regional offices, and leadership to ensure customer commitments are met. Monitor project progress and communicate updates, issues, schedule changes, and other relevant information to customers. Assist with resolving customer concerns and maintaining a high level of customer satisfaction. Maintain accurate records of customer interactions, opportunities, proposals, projects, and follow-up activities. Bids & Estimating Identify and evaluate potential project opportunities that align with DVP National Construction's capabilities and business objectives. Review bid invitations, scopes of work, specifications, drawings, and customer requirements. Coordinate with estimating and operations teams to develop competitive and accurate proposals for single-site and multi-site programs. Assist with quantity takeoffs, pricing, subcontractor and vendor quotes, and scope development as needed. Prepare and submit proposals, bids, change orders, and other customer-facing documentation. Maintain awareness of national market conditions, competitor activity, and customer pricing expectations across DVP's service footprint. Procurement & Subcontractor Coordination As the General Contractor on National Construction projects, procure and manage subcontracted trades, materials, equipment, and other project requirements across the country. Obtain and compare regional subcontractor and vendor pricing to support estimating and project execution nationwide. Coordinate with subcontractors and suppliers regarding availability, lead times, pricing, and delivery requirements at project sites across the country. Help ensure materials, subcontracted services, and equipment are procured in accordance with project schedules and budgets. Develop and maintain productive relationships with a network of regional subcontractor partners and key national vendors. Project Coordination Support the transition of awarded work from estimating and business development into operations. Coordinate project kickoff information, scope, pricing, schedules, and customer requirements with the appropriate internal teams and regional offices. Track project schedules, budgets, deliverables, and customer commitments across multi-site programs. Assist with change order identification, pricing, documentation, and customer approvals. Coordinate with field and operations personnel regarding scheduling, site access, site conditions, store hours, and other project-related requirements — with an emphasis on minimizing disruption to the customer's operations.
