Magazine's 5000 list and were recently named one of Inc.'s 2024 Mid-Atlantic Fastest Growing companies.Position is contingent upon contract award.SummaryThe HR Support Specialist provides analytical and technical human resources support to the NSWCPD Human Resources Division, examining HR laws, policies, rules, and procedures, and providing informational support to employees, supervisors, and managers. The Specialist researches HR topics, compiles supporting data, drafts guidance and instructions, tracks metrics, and supports process improvement initiatives across one or more HR functional areas, subject to Government review and approval.Functional Areas CoveredCandidates must have 5 years of experience providing Human Resources services in at least one of the qualifying functional areas listed below:Labor and Employee Relations (LER)Staffing and ClassificationWorkforce Development (WFD)Human Resource Information Systems (HRIS)Student Outreach and RecruitmentDuties and ResponsibilitiesExamine and provide recommendations on HR laws, policies, rules, and procedures under Title 5 U.S.C. and other applicable authorities, subject to Government approval.Draft local instructions, standard operating procedures, correspondence, and reports; develop training materials and briefs for HR programs.Support Labor and Employee Relations programs including discipline, benefits, performance management (DEMO/DPMAP), workers' compensation, telework, leave programs (including VLTP), and health/wellness events.Support Staffing and Classification functions including recruitment, position description development, classification/grade -level analysis, and processing of Requests for Personnel Actions (RPAs) in DCPDS.Support Workforce Development functions including training needs assessments, curriculum design/delivery support, onboarding facilitation, and training records management.Support HRIS/Policy, Planning & Analysis functions including strategic human capital planning, data analytics, HR system administration, PII safeguarding, and reporting.Support Student Outreach and Recruitment activities including career fair coordination, candidate tracking, and university communications.Maintain official records in accordance with NSWCPD records management policy; provide monthly status reports (CDRL A001).Use HR systems including ECOMP, AQS, ACS, DCPDS, TWMS, N-ERP, DCPS, USA Staffing, USA Jobs, On-Boarding Manager, e-DACM, JPAS, HRLink, EDW, TFMMS, and E-Verify.Provide audio-visual and communications technical support for HR programs and events as needed.Required Knowledge, Skills, and AbilitiesWorking knowledge of Government regulations, policies, and practices under Title 5, United States Code, and other applicable HR statutes and authorities.Working knowledge of Microsoft Office Suite programs.Ability to research, analyze, and document HR methodology and findings.Strong written and verbal communication skills for interacting with employees, supervisors, and managers.Ability to handle sensitive and Personally Identifiable Information (PII) in accordance with applicable privacy requirements.Minimum Education - High School Diploma or GEDFYI's Benefits/Incentives: What is in it for you?Opportunity to work a hybrid work scheduleA knowledgeable, high-achieving, diverse, experienced, and fun team.The chance to be part of a rapidly growing company and the next success story.A competitive base salary with a loaded benefits package plus 401K.Tuition/education assistance, personal computer allowance, pet insurance.
