Location 2982 Bayonet Court,Marina, CA, 93933,United States Employee Type Regular Full-Time JOB DESCRIPTION The Clinical Services Director provides clinical leadership, consultation, supervision, and operational support across agency programs to promote high-quality, trauma-informed, culturally responsive, recovery-oriented services. This position collaborates with Program Directors and agency leadership in program planning, service delivery, quality improvement, staff development, and evaluation while ensuring compliance with applicable licensing, regulatory, Medi-Cal/DHCS, CARF, and professional standards. The Clinical Services Director provides clinical and administrative supervision to designated staff and clinical leadership, supports interns accruing licensure hours, provides consultation and crisis intervention as needed, and promotes consistency in clinical practice, documentation, risk management, and client care. The position also serves as a liaison with external behavioral health systems and community partners, contributes to agency policies, strategic planning, accreditation and compliance activities, staff development, and program outcomes, and provides leadership support to ensure continuity of services and advancement of the agency’s mission and clinical standards. Exempt; Not eligible for overtime. Compensation based on education and experience. REPORTS TO Deputy Director. QUALIFICATIONS Required: Master's degree in mental health related field, plus clinical license (Licensed Clinical Social Worker, Marriage and Family Therapist, Licensed Clinical Professional Counselor or Psychologist) with two years’ post-license; minimum four years of experience in a mental health program with minimum of two years of supervisory experience; Minimum of three (3) years of clinical supervisory experience; completion of BBS-approved Clinical Supervisor training; knowledge of mental health recovery principles and trauma informed services; must be culturally competent; experience in direct clinical mental health related work, supervisory and program development; clinical supervision and development; knowledge of DSM 5; theoretical approaches and intervention; evidence-based practices; knowledge of Substance use disorders; drug and alcohol recovery principles; excellent and effective interpersonal skills and a collaborative management style; high comfort level working in diverse environment; proficient computer skills with proficiency in Microsoft Office programs and electronic medical records. Drivers license for at least two years and driving record acceptable to insurance carrier. Valid California driver's license; auto in safe operating condition; auto liability insurance; good driving record; criminal record clearance; proof of authorization to work in the United States as required by Immigration and Reform Act of 1986. Ability to work independently with minimal supervision. Preferred: Knowledge of mental health trends in local, state and federal policies and funding in the behavioral healthcare industry and substance abuse disorders including drug and alcohol recovery principles. ESSENTIAL DUTIES AND RESPONSIBILITIES Program Support and Supervision Collaborates with Program Directors in program planning, implementation, continuous quality improvement, and evaluation to ensure services are clinically sound, recovery-oriented, and aligned with organizational and regulatory requirements. Provides ongoing clinical consultation, case conferencing, and supervision to program staff to support high-quality, trauma-informed, and culturally responsive care, Provides direct clinical supervision to Associate Marriage and Family Therapists (AMFT), Associate Clinical Social Workers (ASW), and Professional Clinical Counselor (PCC) interns accruing licensure hours, ensuring compliance with Board of Behavioral Sciences requirements and ethical standards of practice. Provides regular administrative and clinical supervision of Program Directors, Clinical Supervisors, and Case Coordinators to support clinical decision-making and service delivery consistency. Reviews client records and documentation for programs to ensure compliance with Medi-Cal billing requirements, Department of Health Care Services (DHCS) standards, Community Care Licensing (CCL) regulations, and internal quality assurance protocols. Provides direct crisis intervention support and clinical leadership during high risk situations, including psychiatric emergencies, suicidality, substance use crises, and de-escalation events. Serves as clinical and operational back-up for Program Directors, Behavioral Health Clinicians and Case Coordinators during planned or unplanned absences to ensure continuity of care and service delivery. Acts as the primary clinical liaison with County Behavioral Health System, Department of Rehabilitation, probation/parole, hospitals, and other private and public social service and mental health agencies to coordinate integrated care and support client outcomes. Designs, coordinates, and delivers ongoing staff training and professional development in areas such as serious mental illness (SMI), co-occurring disorders, harm reduction, documentation standards, risk assessment, and trauma-informed care. Reviews, approves, and authorizes lease violations and terminations, and client grievances, when appropriate. Administrative Duties 12.Participates in the development, review, and implementation of agency-wide policies, procedures, and clinical practice standards that guide service delivery. 13.Assists in the development, revision, and updating of agency program descriptions, outcome narratives, accreditation documents and promotional materials. 14.Participates in Program Directors’ and leadership committees, providing clinical and operational input. Serves as back-up leadership in the absence of the Deputy Director, including communication with the Board of Directors, Administrative Managers and Program Directors, as needed. 15.Collaborates closely with the Quality Assurance Supervisor to ensure agency-wide compliance with Community Care Licensing (CCL), Medi-Cal/DHCS documentation and billing standards, and CARF accreditation requirements, including audit preparation and corrective action planning. 16.Participates in the County Behavioral Health Committees, workgroups, and advisory councils as assigned or requested, representing the agency in system-level planning, coordination and advocacy efforts. 17.Develops and delivers presentations, trainings, and community education sessions on mental health, substance use disorders, integrated care, and agency services to stakeholders, partner organizations, and the broader community. 18.Supports strategic planning efforts by contributing clinical expertise to program expansion, service innovation, and integration of evidence-based and recovery-oriented practices. 19.Reviews and contributes to agency reporting requirements, including outcome reports, funder deliverables, program evaluations, and compliance documentation. 20.Maintains collaborative relationships with external funders, regulatory bodies, and community partners to ensure alignment with evolving system requirements and best practices. 21.Participates in the recruitment, interviewing, selection, and hiring of Administrative Managers, Program Directors, licensed clinicians, and other key clinical leadership staff, ensuring alignment with agency values and clinical standards. 22.Assists with onboarding, orientation, and integration of new staff or interns, ensuring understanding of clinical expectations, documentation standards, ethical guidelines, and regulatory requirements. 23.Provides input into staff performance evaluations, competency assessments, and professional development planning for clinical and program staff as needed. 24.Provides consultation and support to Program Directors regarding staff performance management, corrective action planning, and employee relations issues involving clinical practice or client care. 25.Participates in disciplinary processes, up to and including termination decisions, in collaboration with Human Resources and executive leadership when clinical or regulatory concerns are involved. 26.Supports workforce development initiatives, including identification of training needs, supervision structures, and succession planning for clinical leadership roles. 27.Assists in fostering a positive, trauma-informed, and culturally responsive work environment that promotes staff retention, wellness, and professional growth. 28.Provides guidance on staffing models, caseload distribution, and clinical coverage to ensure adequate service delivery and compliance with regulatory staffing ratios where applicable. 29.Performs other duties as assigned in support of agency operations, clinical quality, and organizational mission. PHYSICAL REQUIREMENTS Ability to: operate a motor vehicle; climb stairs; answer phones and communicate with staff, residents and agency visitors; meet the requirements of the classification and have mobility, vision, hearing and dexterity levels appropriate to the duties to be performed. See well enough to read data on a computer screen and text in written documents; perform extensive computer keyboard operations. Capable of the following extended activities: walking, standing, sitting, climbing stairs. Capable of the following intermittent activities: stooping, kneeling, lifting up to 25 pounds or more and bending in the performance of infrequently performed office duties.
