Reporting and Data Governance Specialist

Job Description and Duties

Under the general direction of the Information Technology Manager I (ITM I) of the Infrastructure Office, in the Information Technology Services Division (Division), within the Department of Cannabis Control (Department), the Information Technology Specialist I (ITS I) will serve as the Reporting and Data Governance Specialist. The ITS I will function independently as a technical expert in the System Engineering domain, responsible for the design, development, and support of enterprise reporting solutions. The ITS I will analyze and resolve complex reporting issues, develop reporting architecture, and support the Department’s data governance and Business Intelligence (BI) efforts.

Working Conditions

This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of the Department of Cannabis Control under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in-office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the DCC policies. The successful candidate must reside in California upon appointment.

Special Requirements

Criminal Offender Record Information (CORI) - Title 11, section 703 (d) of the California Code of Regulations requires criminal record checks of all personnel who have access to Criminal Offender Record Information (CORI). Pursuant to this requirement, applicants for this position will be required to submit fingerprints to the Department of Justice and be cleared before hiring. In accordance to CORI procedures, clearance shall be maintained while employed in a CORI-designated position. Additionally, the position routinely works with sensitive and confidential issues and/or materials and is expected to maintain the privacy and confidentiality of documents and topics pertaining to individuals or to sensitive program matters at all times.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Proactive individual who works efficiently and expediently and follows best practices.

Degree in Computer Science, with an emphasis in database development, design, and/or maintenance.

Experience in developing and sustaining collaborative relationships based on mutual respect and advocates for a stronger sense of teamwork and partnership.

Ability to effectively produce completed, analytical staff work.

Experience working with report development and/or business intelligence tools (Microsoft SQL Database, Tableau Cloud & Public Version, Looker, Looker Studio, BigQuery, SAP, or similar).

Experience working with clients in development of report specifications (reporting tools experience, disseminating data, data collection).

Experience performing testing of developed reports, reporting defects, and conducting triage of potential defects (troubleshooting, routing errors, beta-testing).

Experience with occupational licensing, professional business licensing, or cannabis data, policy, or regulations (conducting research, compiling data, interpreting policies).
