Capstone IT is helping our client find a Senior Technical Product Owner who will lead product strategy, requirements, and roadmap development for a research-collaboration technology initiative. This person will work closely with business stakeholders, researchers, architects, and DevSecOps engineering teams to determine what technology capabilities are needed, evaluate technical feasibility, and translate requirements into actionable user stories and specifications.

The ideal candidate combines strong product ownership experience with technical knowledge of developer collaboration, source control, technical authoring, and file-sharing platforms. This role requires someone who can understand how tools such as GitHub and Overleaf work, evaluate integration options, and make informed product decisions without necessarily being a hands-on developer.

Responsibilities

Product Strategy & Requirements

\n

• Define and maintain the product vision and roadmap for research collaboration tools.
\n
• Gather requirements from business stakeholders, researchers, and technical teams.
\n
• Convert business needs into clear user stories and technical specifications.
\n
• Prioritize features based on business value, technical feasibility, and delivery priorities.
\n
• Track requirements from initial business need through implementation.
\n

Platform & Technical Evaluation

\n

• Understand capabilities and limitations of GitHub, Overleaf, and file collaboration platforms.
\n
• Work with architects and engineers to evaluate integrations between platforms.
\n
• Assess repository structures, external user access, and collaboration workflows.
\n
• Identify technical risks, performance concerns, and integration constraints.
\n
• Help evaluate technology choices and recommend practical solutions.
\n

Engineering & Stakeholder Collaboration

\n
• Serve as the primary connection between business stakeholders and DevSecOps engineering teams.
\n
• Translate technical constraints into business-friendly explanations.
\n
• Communicate requirements and priorities clearly to engineering teams.

• Collaborate with platform architects on design and feasibility decisions.

Planning & Documentation

• Maintain product roadmaps, requirements documentation, and decision logs.

• Support planning, prioritization, and stakeholder discussions.

• Document technical decisions, changes, open questions, and meeting outcomes.

• Coordinate requirements work across multiple stakeholders and teams.

Qualifications

Required

\n

• Bachelor's degree in a related field or equivalent professional experience.
\n
• 10+ years of experience in product ownership, technical business analysis, or a related discipline.
\n
• Proven experience defining product vision, roadmaps, technical requirements, and user stories.
\n
• Experience partnering with business leaders, engineers, and technical architects.
\n
• Working knowledge of GitHub or comparable source-control platforms.
\n
• Familiarity with technical authoring and research collaboration platforms, such as Overleaf, and file-sharing technologies.
\n
• Ability to evaluate platform integrations and technical feasibility.
\n
• Strong technical communication, stakeholder coordination, and prioritization skills.

Nice to Have

• Hands-on experience with GitHub Copilot, Claude Code, or Cursor.
\n
• CSPO, PSPO, SAFe POPM, or equivalent product ownership certification.
\n
• Experience supporting research collaboration, academic partnerships, or external collaboration initiatives.
\n
• Agile delivery experience using Scrum or Kanban.
\n
• Federal government experience.
\n
• DevSecOps or platform engineering experience.
