Under the supervision of the Maintenance Mechanic 4, within the State Maintenance and Support Services (SMSS) of the Construction and Facilities Management Office, this position is responsible for performing journey-level maintenance work required to accomplish all phases of building maintenance and construction work. The work location of this position is at the Washington Youth Challenge Academy, located in Bremerton, WA. This position is eligible for on-site 24/7 facility premium of 5%. This is a civilian position and does not require military service affiliation.

The WYCA was established under the authority and guidelines of the National Guard Youth Challenge Program. This is a voluntary program which includes a 22-week residential phase followed by a 24-month post-residential phase. The purpose of the program is to provide a highly disciplined, safe and professional learning environment that empowers at-risk youth to improve their educational levels and become responsible and productive Washingtonians. The National Guard Challenge Program is one of the most successful alternative education programs designed for high school dropouts or youth that are not progressing in a traditional high school setting and has graduated over 215,000+ Cadets to date.

Duties

Responsibilities include journey-level work in the completion of assigned maintenance and repair efforts. Maintenance and repair efforts via work orders as assigned. Journey-level work in the completion of assigned non-repair efforts. Non-repair and non-maintenance efforts via work orders as requested by customers (e.g., whiteboards, moving furniture, inspecting facilities, etc.). Journey-level work in the completion of assigned preventative maintenance efforts. Preventative maintenance assignments for mechanical, electrical and/or structural items. Assists grounds and custodial crews as assigned. Perform grounds efforts (e.g., mowing, edging, and pruning). Perform custodial efforts (e.g., cleaning and trash removal). Perform snow removal and/or debris removal efforts.

Qualifications

Required qualifications: Two years of experience as a Maintenance Mechanic 1; OR High school diploma or GED; AND Three years of general work experience in building and equipment maintenance, construction, and/or building repair work. Desired qualifications: Knowledge of methods, materials, tools and equipment used in building and maintenance work. Occupational hazards and work safety requirements/programs. Skills, abilities, and competencies to perform journey level work in all types of building maintenance. Read plans and blueprints. Effectively layout and perform all types of building maintenance and construction installation, alteration, and repairs. Perform basic grounds and custodial services. Utilizing Microsoft Windows operating systems. The ability to take action to learn and grow. The ability to take action to meet the needs of others.

Supplemental Information

Compensation: Wage/salary depends on qualifications or rules of promotion. Conditions of employment: Background check: Must successfully complete a pre-employment personal history and criminal background check investigation, which includes fingerprinting. Drug & alcohol testing and use: Willing not to use or be in possession of illegal narcotics or controlled substances while on, or off duty. Willing and able to be free from excessive alcohol consumption. Willing and able to pass drug testing requirements, including pre-employment (to include testing when employees change job classifications due to promotion or transfer or there is reasonable suspicion). Travel/training/policies: Must complete annual first aid and CPR training/re-certification. May be required to occasionally attend routine events, meetings or training at other locations. On rare occasions, travel in and out of the state for up to one week at a time. Must comply with Department policies and procedures governing workplace conduct. Shift work: Position is subject to shift work and incumbent must be willing to work beyond established core hours/days when necessary to accomplish program activities and requirements, including responding to emergency situations in a reasonable amount of time when they involve Cadet health, safety, or security. Duty will include periodic weekends and nights depending on program activities and requirements, including responding to emergency situations in a reasonable amount of time when they involve Cadet health, safety, or security. Hands-off leadership & appropriate relationships guidance: Must be willing and committed to following the NGYCP-CA Hands-Off Leadership and Appropriate Relationships Guidance, recognizing that as a staff member of the Washington Youth Academy, our positions have implied authority over Cadets, regardless of their residential or completion status. This policy prohibits staff members from touching Cadets in an aggressive or harassing manner or in any way inappropriate to a professional mentoring relationship. Union shop provision: This position is represented by Washington Public Employees Association (WPEA). Driver's license: Valid to drive in the State of Washington. Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire. Military facility: Willingness to work on a Military Controlled Access Installation. Camp Murray and Fairchild AFB utilize the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01 ). This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification. Work hours: A choice between a Tuesday through Friday (4/10 schedule): Monday through Thursday (4/10 schedule): or Monday through Friday (5/8 schedule). Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm and will include core business hours of 8:00 am to 4:00 pm. Telework: This position is not eligible for telework. Emergency assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment. Travel: Occasional statewide travel may be required up to 5% to include overnight stays.
