PROGRAM ANALYST

Summary You will serve as a Program Analyst for the Ordnance Information Program of NAVSUP HQ, YORKTOWN. Responsibilities You will coordinate and support execution of financial plan during lifecycle sustainment and develops programmatic change recommendations to ensure key milestone are maintained You will advise management with regard to appropriate sources and uses of funds and keeping management and/or Program Managers apprised of budget trends which might affect their program You will utilize project software tools as much as possible to support management analysis and progress/status reports. You will require knowledge and understanding of Navy OIS financial functionality and a high degree of coordination and system reviews with legacy system owners Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing and advising on Information Technology (IT) programs, specifically in relation to financial management, budgeting, and ordnance logistics; 2) Applying program management principles to oversee the lifecycle of complex programs, including planning, budgeting (utilizing multiple funding sources like OMN, OPN), and execution; 3) Using qualitative and/or quantitative methods to assess program effectiveness and improve management processes and systems; 4) Interpreting and applying financial directives and acquisition policies, such as the Department of Defense (DoD) Planning, Programming, and Budgeting System (PPBS) and Appropriation Law; 5) Coordinating with multiple stakeholders (e.g., different military branches, federal agencies, and vendors) to achieve program goals.
