Accounts Payable Specialist II

Summary Objective The purpose of this position is to perform complex clerical accounting functions including processing large volumes of vendor payments, controlling and reconciling accounts and working with departments, divisions and vendors regarding account problems and procedures. This class works independently, under limited supervision, reporting major activities through periodic meetings. Essential Functions Examines and verifies reconciled supplier invoices and accounting documents for accuracy and compliance with acceptable accounting standards prior to payment issuance. Reviews and processes non-procurement disbursement documents for accuracy and sufficient payment justification. Reviews external documents and prepares financial system to electronically upload forms. Reviews monthly supplier statement of accounts and corresponds with suppliers to resolve billing or other issues. Conducts audits of supplier accounts to identify and resolve billing discrepancies, ensuring accuracy and preventing future issues. Coordinates with Procurement, Fiscal Coordinators, department staff and suppliers to resolve issues regarding purchase orders, contracts, invoices, payments, etc. Initiates and assists with void, stop payment, and re-issue payment requests. Provides internal and external customer service including monitoring dedicated AP phone line, AP email inbox, and conducting in-person meetings with agency personnel, supplier representatives, etc. Resolves a variety of routine internal and external inquiries including Open Records and account update requests. Contributes to the continuous improvement of the payment process by identifying opportunities to streamline processes and maximize efficiencies. Complies with and maintains data integrity of confidential information, security policies and procedures. Completes special projects as assigned. Performs related work as assigned. Minimum Education and Experience Requirements Bachelor's Degree in Accounting, Business or Public Administration or related discipline. Three (3) years of finance, accounting, budget preparation, budget analysis, or financial analysis experience. Or an equivalent combination of education, training and experience. Physical Demands Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
