Assistant Commissioner, BQE Central

Position Purpose The DOT seeks an Assistant Commissioner to manage the aging infrastructure of the Brooklyn‑Queens Expressway (BQE) between Atlantic Avenue and Sands Street, reporting directly to the Deputy Commissioner of Bridges/Chief Bridge Officer. This corridor carries 130,000 vehicles daily and is a critical freight route. The Assistant Commissioner will oversee an eight‑person team in design and construction planning, environmental review, procurement, and regulatory compliance, coordinating with FHWA, NYSDOT, and other stakeholders. Duties and Responsibilities Establish and lead project work in coordination with the Deputy Commissioner of Bridges, other DOT leadership, and consultant teams. Manage and direct engineering, professional, and technical staff in the review and analysis of bridge construction projects, including all project phases. Oversee environmental processes, such as CEQR, SEQRA, ULURP, and Parkland Alienation. Provide technical oversight to ensure bridge designs meet regulatory standards (AASHTO, NYSDOT, etc.) and project specifications, offering expertise in structural design and construction. Supervise consultant and construction management, resolve conflicts with consultants/contractors, and negotiate scheduling conflicts and delays. Coordinate stakeholder engagement, including public meetings, office hours, newsletters, and public notices, assisting other DOT units as needed. Represent the Division with City, State, and Federal agencies, utilities, contractors, and the general public. Oversee budgeting and finance matters related to the capital budget, procurement process, and grant applications. Ensure safety and compliance of structures in line with National Bridge Inspection Standards (NBIS) and institute program controls for cost and schedule. Conduct and participate in all required project management meetings, oversee project performance, and maintain comprehensive project documentation. Perform additional administrative and engineering functions for the Division of Bridges, manage engagement with senior DOT leadership, and maintain interagency collaboration at all levels to provide updates and receive feedback. Minimum Qualifications A valid New York State Professional Engineer license. Fifteen years of full‑time satisfactory experience in civil engineering. At least ten (10) years in an executive or administrative capacity. Preferred Skills Strong leadership and team‑management skills suited to a high‑pressure, fast‑paced environment. Detailed familiarity with modern construction techniques, materials, and structural engineering principles for bridge construction. Skill in analyzing and evaluating complex technical data, reports, and recommendations. Effective oral and written communication skills to prepare reports, make presentations, and align stakeholders. Proven ability to resolve complex technical and field engineering issues.
