Public Utilities Regulatory Analyst II

Position Overview The North Carolina Department of Commerce, Division of Public Staff in Utilities Commission, is looking for an Public Utilities Regulatory Analyst II. The primary purpose of this position is to perform complex work activities of the Public Staff Energy Division on cases and projects involving utilities regulated by the North Carolina Utilities Commission. The position specializes in accounting/analyst work examining financial records of utility companies with complex financial structures and accounting systems. This is a full‑time position (40 hours per week) with State Benefits, including health insurance, as well as retirement. Responsibilities Investigate and audit the financial transactions, accounting practices, and rate adjustment filings of regulated public utilities. Write testimony, affidavits, and other documents and prepare supporting schedules regarding adjustments, revenue requirements, appropriate accounting treatment of capital/expense items, establishment and compliance with regulatory conditions, utility tax treatment, affiliate contracts, and other accounting/financial matters. Compile, monitor, audit, and examine financial and/or program information sources for accuracy, integrity, and conformance to rules and regulations. Present written or oral summaries/testimony/policy positions to internal management, stakeholders, and the Commission. Prepare and present financial analysis and reports; and conduct cost accounting/financial studies. Act as a lead auditor or technical lead on assigned case(s) while providing assistance to the team and reporting to management. Qualifications Bachelor’s degree in accounting, banking, finance, business administration, public administration, economics, or a related discipline from an accredited institution and three years of directly related experience; or an equivalent combination of education and experience. Knowledge of Generally Accepted Accounting Principles, investor‑owned utility accounting practices and regulatory accounting matters, including the Uniform System of Accounts and FERC Chart of Accounts. Experience and proficiency in self‑auditing and self‑examining accounting and financial records and reports of public utilities. Ability to identify changing requirements and aberrations regarding account structures/reports, accounting systems, and regulatory policy. Excellent written and oral communication skills to effectively communicate complex regulatory accounting/financial matters to a targeted audience. Strong interpersonal skills to establish and maintain cooperative and effective relationships with employees, regulators, utility representatives, federal officials, and utility customers, including team leadership experience.
