The Employment & Training (E&T) Manager leads the development, implementation, and oversight of employment and training programs across Kitsap County. This role is responsible for program management, grant writing, budgeting, staff supervision, and reporting, while collaborating with KCR departments and community partners.

Job Summary

The Employment and Training (E&T) Manager is responsible for the management and operation of E&T programs including grant writing, project management, budget reconciliation, staff supervision, and reporting. The Employment and Training Manager coordinates with other KCR departments and outside agencies to develop and offer a wide variety of client employment and training services and programming across Kitsap County.

Job Requirements

Required Qualifications (unless noted as preferred):

  1. Required Education: BA/BS undergraduate degree and 3+ years of demonstrated successful experience in a project management, non-profit and/or educational setting.
  2. Preferred Education: Advanced degree in Social Services, Training and Development or employment programs
  3. Required Experience: 3+ years of demonstrated successful experience as a people manager, supervisor, and/or project manager leading a diverse or complex team, including performance management and progressive discipline across varied operations.
  4. Bi-lingual in Spanish preferred.
  5. Valid Washington State Driver's License and current auto liability insurance.
  6. Must be able to pass a Washington State Patrol Criminal Background investigation.
  7. Must be able to establish and maintain a high degree of positive representation of KCR, build strong social and community relationships, and serve as a primary face of the department while coordinating with various community agencies, representatives, and stakeholders.
  8. Must be able to work flexible hours including evenings and for occasional out-of-town travel.

Knowledge, Skills, & Abilities:

  1. Must demonstrate recognition and compassion for low-income people.
  2. Demonstrated ability to input, aggregate and analyze data including generation of accurate and complete reports.
  3. Demonstrated successful experience in preparing documentation following relevant process and guidelines (such grant applications, purchase requests, requests for payment, etc.)
  4. Demonstrated ability to develop and maintain internal and external relationships with employees and with partner agencies.  
  5. Demonstrated proficiency in a wide range of software applications, including Microsoft Office Suite, CRM systems, and database management platforms.

License(s) and/or Certifications:

  1. Valid Washington State Driver's License and ability to obtain proof of insurability for operating an automobile.
  2. First Aide/CPR certification (within 90 days of employment)
  3. Certifications in community engagement, training and education and other relevant work is preferred.

  2. Must be able to communicate proficiently both verbally and in writing in English.
  3. Demonstrated ability to present content in person to a wide variety of audiences.

  6. Must be able to withstand exposure to noise in a classroom or social setting.

  8. Cognitive and emotional ability to work directly with clients in need, which may include homelessness, mental health issues, substance abuse, or other mental or physical barriers.
  9. Cognitive ability to discern accuracy and apply to work as necessary.
  10. Physical and cognitive ability to operate a motor vehicle or utilize public transportation to attend various outside events and/or work at various sites.
  11. Able to display a level of emotional intelligence that supports their interpersonal relationships and agency's mission.

1. Team Development: Provides leadership, coaching, and performance management for department employees and independent contractors, supporting their professional development and maximizing team effectiveness.







2. Operational Alignment: Runs department operations to ensure all initiatives flow into the strategic vision of KCR.


3. Interpersonal Connectivity:
Fosters strong internal relationships among employees while building bridges with external agencies.


4. Community Relations:
Cultivates and maintains high-trust partnerships within the team and the broader local community.


5. Agency Integration:
Partners with agency leadership to inform organizational decision-making, provide strategic input, and contribute to agency-wide committees and initiatives. Collaborates with staff and leaders across the organization to assess needs, develop solutions, and implement effective strategies that advance agency goals. Actively participates in organizational planning bodies, cross-functional teams, and continuous process improvement efforts.

Strategic Relationship Building & Coalition Leadership


6. Program Development:
Builds, develops, and expands core Employment & Training program offerings for the community through the design, implementation, and continuous improvement of department programs. Oversees program delivery, including facilitation, participant enrollment, recordkeeping, and tracking of training completion to ensure accessible and effective services.

7. ABC Coalition Architecture: Acts as the primary relationship architect and network liaison for the Asset Building Coalition to secure regional stakeholder commitments.

8. Community Initiatives: Builds institutional partnerships to launch initiatives such as pitch competitions, grant collaborations, financial education events, and business workshops, while supporting program development, implementation, and evaluation of new projects.

9. Durable Partnerships: Networks with regional organizations, public entities, and non-profits to secure long-term collaborative partnerships.


10. Agency Representation:
Represents the organization at community meetings, local networks, and regional resource fairs to build widespread public awareness.


11. High-Impact Presentations:
Plans, prepares, and delivers professional presentations tailored to diverse participant demographics and community stakeholders. Plan, prepare and facilitate regular presentations to a wide variety of audiences.

12. Marketing Collaboration: Partners with the marketing department to execute targeted outreach, maximize enrollment, and pitch social media and web content to deepen public engagement.


Grant Writing, Budget Management & Compliance







13. Contractual Alignment: Reads, interprets, and deeply understands all funding contracts to ensure program operations perfectly align with structural mandates.







14. Compliance Oversight: Establishes and monitors reporting and data-collection infrastructures to guarantee flawless grant compliance. Ensures all required grant data and documentation is collected to meet grant reporting requirements.


15. Grant Development:
Identifies funding streams and authors competitive grant proposals targeting institutions, banks, and foundations to fuel division growth.


16. Budget Tracking
: Develops and manages budgets for Employment & Training programs and initiatives, monitoring expenditures alongside programmatic milestones to ensure alignment with grant-funded goals, operational budgets, and expected outcomes.







17. Audit Preparation: Prepares all required documentation and actively participates in formal monitoring and audit sessions with funders.


FCS Program Model Integration & Project Management


18.Housing/Employment Integration:
Partners closely with the Housing division to integrate, execute, and advance the Foundational Community Supports (FCS) program model for Employment.


19.Project Execution:
Spearheads the development, operational management, risk assessment, and performance evaluation of new department initiatives.


20.Curriculum Design:
Designs and develops educational curricula and accompanying instructional materials, including presentations, digital tools, and participant workbooks, to support effective training delivery.

Audit Readiness & Compliance







  1. Audits: Leverages an exceptional compliance skillset to ensure all programmatic, financial, and client files cleanly pass stringent independent and funder audits with zero deficiencies.







  2. Data System Integrity: Preserves the integrity of institutional data systems to ensure all required grant metrics are systematically captured to meet strict funder mandates.
  3. Recordkeeping Infrastructure: Manages data tracking systems and recordkeeping infrastructure to ensure data accuracy, compliance monitoring, and timely administrative follow-up. Maintains program files and records and prepares all required operational reports.
  4. Records Management: Maintains comprehensive physical and digital records of all program operations to ensure full compliance with reporting requirements .
  5. Funder Relations & Compliance: Cultivates high-trust relationships with public and private funders through rigorous compliance with policies, fiscal reconciliation, and transparent narrative reporting. Ensures strong funder relationships and grant compliance through accurate budgeting, reporting, and coordination with ABC and other partner agencies.

Financial Stewardship & Growth

  1. Fiscal Oversight: Establishes, monitors, and reconciles operational budgets for all Employment & Training programs and strategic initiatives, ensuring fiscal accuracy, accountability, and alignment with organizational goals.
  2. Grant Research & Development: Conducts ongoing research to identify prospective funding opportunities and develops collaborative, competitive grant proposals to support sustainable program and division growth.
  3. Operational Agility: Performs additional strategic and job-related duties as assigned by executive leadership to support organizational priorities and emerging needs.
