In the past two years, we've invested to increase production capabilities by building a new facility and opening two new production lines to support current and future programs as we continue to grow our business and execute our goals. We are looking for a qualified SeniorContracts Manager to join our team in our new Vienna, Virginia office. Salary $155k - $165k depending on experience, hybrid schedule 3 days/week onsite. Applicants must be able to commute to Vienna, Virginia in order to be considered. EOE, including Veterans/Disability JOB SUMMARY The Senior Contracts Manager reports directly to the CEO and serves as the company’s senior leader for contract management, advising executive leadership on U.S. Government, defense, and commercial contracting matters in support of the company’s ongoing and future business activities. Responsibilities span a number of disciplines including strategic leadership and internal counsel on a wide variety of best practices, procurement strategies, laws, and regulations including FAR/DFARS to ensure alignment with contract terms and conditions; advises senior management on government contract requirements and procedures and ensures compliance with Government reporting requirements and broader contractual obligations, risk considerations, and audit readiness requirements. This role is responsible for leading the full contract lifecycle, supporting proposal strategy, negotiation, contract administration, change management, compliance oversight, and closeout activities. ESSENTIAL FUNCTIONS Lead the proposal, negotiation, and administration of complex proposal and contract activities in accordance with company policies, legal and customer requirements from pre-award through closeout. Interpret and communicate business commitments and alternatives to program team and management. Function as a subject matter expert with an extensive knowledge of government and commercial contracting methods, procurement strategies, proper selection of contract vehicle type and experience with various cost-type and fixed price approaches, and applicable laws and regulations including fixed-price, cost-reimbursement, time-and-materials, and other contract structures. Develop and maintain professional and dependable relationships with both internal and external customers. Maintain an in-depth knowledge and working understanding of the US Government Acquisition and Procurement environment, the American Rheinmetall Munition Contracts function, and relevant company policies and procedures, commercial contracting methods, FAR/DFARS, export and other government regulations as well as security requirements applicable to classified and controlled work. Lead and support proposal activities including, but not limited to, analysis of solicitations, preparing summaries and developing strategies and recommendations based on the analysis. Be mindful and attentive to the financial and business risks of the proposed effort and participate in all proposal team meetings. Prepare the terms, conditions, and assumptions upon which the proposal may be submitted, review the technical and pricing proposals for accuracy and consistency, conduct overall business risk analysis and prepare the proposal documents for submittal to the customer and approve business and compliance positions associated with the proposal submission. Provide analysis of solicitations, maintain compliance matrices, and ensure that bid/proposals are prepared and presented in a manner to afford the company the greatest opportunity to obtain the contract award while minimizing associated liabilities and risk. Develop, document, implement, and continually improve processes related to contract management, proposal management and procurement processes and measures of success including policies, procedures, tools, templates, and performance metrics. Support all proposal review processes. Develop and execute negotiation strategies in alignment with company financial goals and requirements. Perform ongoing business risk assessments and recommend mitigation plans as issues arise. Compile and maintain all required contractual records and documents in accordance with contract requirements and company policies and procedures. Additional responsibilities include: Advise executive leadership on contract strategy, performance obligations, claims avoidance, dispute mitigation, and business risk. Lead review and negotiation of contracts, subcontracts, nondisclosure agreements, teaming agreements, memoranda of understanding, and other business agreements. Partner cross-functionally with finance, program management, supply chain, operations, legal, compliance, and executive leadership to align contract strategy with company objectives. Mentor, train, and guide contracts personnel and support development of the contracting function. Oversee contract change management, contractual correspondence, compliance monitoring, and closeout activities. SUPERVISORY RESPONSIBILITY This position is expected to provide leadership, mentoring, and potential direct supervision of contracts and compliance personnel. MINIMUM QUALIFICATIONS Education Juris Doctorate from accredited university Experience Minimum 10 years of progressively responsible U.S. Government contract management experience, preferably within the defense industry. Background Prerequisites Must undergo and meet company standards for background check, employment verification, reference checks and controlled substance testing. Knowledge, Skills, and Abilities (as demonstrated through experience, training and/or testing) Thorough understanding of DoD contracting. Thorough knowledge of FAR/DFARS, and various traditional and nontraditional contract vehicles. Ability to communicate effectively both orally and in writing. Ability to communicate with internal and external stakeholders at all levels. Demonstrated research and presentation skills targeted toward senior leadership. People skills required for interfacing, coordinating, and negotiating with company personnel, customers, and suppliers. Proficiency in MS Office and other computer skills required to prepare reports and documents. Decision-making ability is based on sound judgment and compliance with policies, procedures, appropriate principles and applicable state and federal laws and regulations. Ability to influence and advise senior corporate management. Ability to obtain and maintain any required U.S. Government security clearance or access eligibility necessary to support assigned responsibilities Excellent organizational skills. Additional desired knowledge, skills, and abilities: Strong knowledge of contract formation, contract administration, change management, risk allocation, and contract closeout. Ability to manage legal, business, financial, operational, and compliance risk in connection with contracts and related agreements. Ability to handle sensitive, proprietary, export-controlled, and classified information with sound judgment and discretion. PREFERRED QUALIFICATIONS Relevant professional certifications, including CPCM, CFCM, CCCM, or equivalent DoD acquisition credentials, are highly desirable; NCMS ISP or equivalent security certification is also desirable Experience supporting complex negotiations, proposal development, compliance oversight, and executive-level advising WORKING CONDITIONS With or without reasonable accommodations, requires the physical and mental capacity to effectively perform all essential functions.
