Investigate and enforce solid waste, environmental health, and zoning code violations, citations, demolition permits, and burning permits. Advise citizens and customers of the ordinances and resolve issues. Provide security for the Government Building, Commissioner meetings, Planning Board meetings, and the Department of Social Services meetings. Operate as a Deputy Sheriff. Develop case files with evidence of crime to present to the legal team for court. Provide assistance during supervised visits to the Department of Social Services. Direct people who are in violation on compliance. Supervision Receives: Works under the Supervision of the Director of Community Development. Interpersonal Contact Strong verbal and written communication. Positive interaction with citizens, vendors, etc. Internally interacts with the Department of Social Services, Adult Protective Services, Child Protective Services, Emergency Medical Services, Board of Commissioners, County Administration, Environmental Health, Inspections, Central Permitting, Planning, and Zoning. External interactions with Fire Departments, Rescue Squads, NCDEQ, OSHA, and EPA conducting investigations and joint work. Recruitment Standards Problem solving abilities. BLET Certification. Knowledge, Skills, and Abilities General knowledge of building construction materials and methods and of stages of construction when violations and defects may be most easily observed and corrected. General knowledge of State building and related codes, laws, and ordinances. General knowledge of State building practices, policies, rules, and regulations. Some knowledge of GIS. Ability to detect poor workmanship, inferior materials and hazards of fire and collapse. Ability to read and interpret codes, manufacturer specifications, and building site plans and apply code requirements to visual inspections. Ability to learn permitting software. Ability to read and interpret plans, specifications, and blueprints accurately and to compare them with construction in process. Ability to communicate effectively, both orally and in writing. Ability to make public presentations. Ability to enforce ordinances and regulations with firmness, tact, and impartiality. Ability to establish and maintain effective working relationships with associates, business owners, builders, engineers, architects, elected officials, and the general public. Physical Requirements Climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, repetitive motions. Exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, or up to 10 pounds of force constantly to move objects. Visual acuity sufficient to determine accuracy, neatness, and thoroughness of work and to make general observations of facilities or structures. Subject to extreme cold, noise, vibration, hazards, atmospheric conditions, oils, and infectious diseases; ability to function in narrow aisles or passageways and around prisoners or institutional patients. Minimum Education and Experience High school diploma or GED and considerable experience in the building construction trade and have obtained Basic Law Enforcement Training Certification and one to four years of directly related experience, or equivalent combination of education and experience.
