POSITION SUMMARY
The Bridge Center at the Public Health Institute (PHI) works across the health care system to expand access to low‑barrier addiction treatment and sexual and reproductive health care, and to advance health equity. CA Bridge, our largest program, has supported more than 290 hospitals over the last seven years to implement medications for addiction treatment (MAT) in the emergency department (ED) based on the CA Bridge model for 24/7 low‑barrier access to evidence‑based addiction treatment. CA Bridge is now launching CA Bridge Connect, a hotline that connects people struggling with opioids and other substance use with trained substance use navigators for support to immediately start MAT.POSITION OVERVIEW
Positioned on the CA Bridge team and reporting to Bridge’s Managing Director, Programs, the Senior Director, MAT Expansion (“MAT Expansion Director”) works within the strategic vision and direction set by the Bridge Center Executive Leadership Team (ELT) to lead across three core program components: SUD Crisis Response, Emergency Department (ED) MAT, and Workforce Development. These components form the treatment access and workforce infrastructure behind CA Bridge Connect. In collaboration with the Managing Director, Programs, the MAT Expansion Director translates the ELT’s vision into integrated program implementation, ensuring all three bodies of work advance shared goals and priorities. The MAT Expansion Director works alongside the Senior Director, CA Bridge Connect (“CABC Director”), who leads the development, launch, and pilot of CA Bridge Connect. The MAT Expansion Director oversees the SUD Crisis Response, SUN Workforce Development, and ED MAT infrastructure that form the foundation on which CA Bridge Connect operates and grows. In this role, the MAT Expansion Director shares responsibility for the successful implementation and scaling of CA Bridge Connect statewide with the CABC Director and the Managing Director, Programs. The full salary range for this position is $123,149 (minimum) to $188,879 (maximum) per year. The typical hiring range for this position is from $123,149 (minimum) to $156,014 (midpoint), based on 100% FTE. This is a regular full‑time 100% FTE position. This position is based in California, working remotely from home, with occasional travel for staff meetings and program events, primarily within California. ESSENTIAL DUTIES & RESPONSIBILITIES include the following: SUD Crisis Response Lead implementation of CA Bridge’s SUD Crisis Response program, grounded in the principle that rapid, low‑barrier MAT is SUD crisis response — building county‑based networks of providers, navigators, and local champions to expand MAT access across emergency, primary care, FQHC, street medicine, community‑based, and other settings as part of a comprehensive crisis response system that includes substance use disorder. Lead and supervise program staff responsible for county outreach and network development, establishing relationships with county MAT champions and local leaders, supporting them to establish and grow treatment access points as referral destinations for CA Bridge Connect, coordinating county‑level readiness for CA Bridge Connect pilot launches, and monitoring network development against program goals. Oversee planning and execution of Regional Collaborative convenings that bring together local MAT champions to share learning, strengthen networks, and advance the adoption of rapid, low‑barrier MAT as SUD crisis response. Oversee outreach, education, and technical assistance efforts, including development and dissemination of training and TA materials, directed at clinicians, healthcare entities, FQHCs, community-based organizations, and other stakeholders to advance the understanding and adoption of rapid, low‑barrier MAT as SUD crisis response. ED MAT and SUN Workforce Development Provide oversight and leadership of CA Bridge’s ED MAT program, which supports hospitals to implement 24/7 low‑barrier MAT in the emergency department, including training for ED clinicians and navigators and support for CHW billing mechanisms to sustain ED‑based navigator positions. Provide oversight and leadership of the Substance Use Navigation (SUN) Workforce Development program, which works to expand, support, and professionalize California’s substance use navigation workforce, including through the SUN Certification and CHW Certification Programs. Supervise, directly or indirectly, program staff responsible for ED MAT and SUN Workforce Development, ensuring that both programs’ priorities and activities are aligned with CA Bridge goals for SUD crisis response and CA Bridge Connect, and that programs are appropriately resourced and directionally guided through review and approval of workplans and metrics. In coordination with the Managing Director, Programs, serve as a senior point of accountability for ED MAT and SUN Workforce Development award deliverables, program outcomes, and, as needed, funder relationships. Program Leadership, Integration, and Supervision Serve as the integrating leader across CA Bridge’s SUD Crisis Response, ED MAT, and SUN Workforce Development program components, driving operational alignment, identifying interdependencies, surfacing gaps, and coordinating workplans, teams, and funder commitments toward shared goals and outcomes in service of CA Bridge Connect. Collaborate closely with the CABC Director and the Managing Director, Programs, on program planning, priority‑setting, cross‑program coordination, and program evaluation, in shared accountability for CA Bridge Connect’s statewide implementation and growth. Directly supervise up to 5 staff, providing clear direction, performance management, and support for professional development, and fostering a team culture that centers collaboration, equity, and staff wellbeing; oversee consultants and contractors as needed. External Partnerships, Policy, and Stakeholder Engagement Cultivate and maintain relationships with state agencies, county health departments, funders, and other external partners relevant to CA Bridge’s work, in support of and coordination with the CA Bridge leadership team. Coordinate CA Bridge’s policy and government relations efforts in collaboration with the executive leadership team (ELT), the Managing Directors, the CABC Director, and relevant consultants, engaging with state legislators, policymakers, and agency partners to advance CA Bridge’s priorities related to low‑barrier MAT access, substance use navigation, and ED‑based addiction treatment. Represent CA Bridge in relevant policy and stakeholder forums; engage in advocacy efforts that advance low‑barrier MAT access and support the CA Bridge model; and contribute to CA Bridge’s external visibility and thought leadership through conference presentations, publications, and other dissemination activities, in coordination with CA Bridge leadership. Contribute to development efforts, including identifying funding opportunities and supporting proposal development, in coordination with the Managing Directors and the ELT. Award Management Work alongside the Managing Director, Programs and the ELT to oversee award implementation and ensure CA Bridge meets deliverables and maintains compliance across awards, coordinating with PHI on legal, policy, and grants and contracts matters as needed. Oversee preparation of grant and contract reports for CA Bridge awards, ensuring compliant, timely, and high quality award reporting. In collaboration with the Managing Director, Programs, oversee program monitoring and evaluation across all three program areas, tracking progress against grant metrics and program goals, and leading iterative program improvements to ensure CA Bridge meets funder commitments. Minimum Qualifications Seven years of relevant public, private, or nonprofit sector experience in managing complex public health projects and strategies is required, including at least three years as a manager. Bachelor’s degree, or substitute with four additional years of relevant experience. Other Qualifications Strong understanding of the landscape of medications for addiction treatment (MAT) and low‑barrier addiction care in California strongly preferred Experience in substance use, addiction treatment, and/or harm reduction fields preferred Experience building and sustaining networks, coalitions, or multi‑stakeholder collaborations across health care, government, and community settings Experience working with or alongside clinicians in a program implementation, management, or partnership capacity Experience developing and implementing strategic program plans across multiple program areas Ability to provide integrative leadership across complex, multi‑component programs, aligning teams, priorities, and workplans toward shared goals Ability to navigate complex organizational environments, including matrixed reporting structures, multiple senior stakeholders, and competing priorities, while maintaining clear direction and forward momentum Experience managing grant‑funded programs, including contributing to reporting and compliance Excellent interpersonal, relationship‑building, and stakeholder engagement skills, including strong oral and written communication skills and the ability to work effectively with diverse individuals and organizations Commitment to health equity and experience centering equity in program design, implementation, and team leadership, particularly in work that affects communities disproportionately impacted by substance use and barriers to accessing care Lived experience of substance use or recovery is valued and welcomedFAIR LABOR STANDARDS ACT (FLSA) STATUS
