Workforce Development Manager

Job TitleCollaborate with all levels of stakeholders, including: union staff/leaders, officers, long term care provider networks, labor relations, education partners and human resource staff; to ensure needs are met and that programs are designed and implemented to achieve high levels of completionLead coordinator/representative for Nursing Home workforce development strategy in long term care delivery systemEstablish relationships/serve as primary liaison with key stakeholders to explore training and development requests; research and identify contract with best options, partners, vendors; organize meetings (set agenda, presentations and all materials); lead subcommittee work to develop model and use stakeholder input to design processed and trainings; create strategies for hard to fill vacancies to ensure upgrade opportunitiesParticipate in strategic discussions, including workforce planning, data analytics, execution of grant and CBA deliverables including recruitment, job placement, and training/workforce strategy to support long term care systemsCollaborate on the development of curriculum; research and evaluate education and workforce development programs to identify best practices; work with TEF divisions and higher education to partner and support development of training that aligns programs with industry needsAssist the Assistant Director/Director in the creation of budgets; manage and monitors spending; oversees timely processing of vendor payments and addresses payment issues; review proposals and approves vendor ratesAssist in directing and implementing training and workforce development initiatives within and across the NYC, Long Island, and Westchester regionsOversee administrative processes to ensure accurate and timely data collection and entry; analyze data, develop reports and provide recommendations based on the dataSupervise, oversee, coach, and support the nursing home field coordinator team to achieve the departments' member engagement, workforce and other programmatic goalsProblem solves member issues and challenging case management situations; presents innovative and creative solutions to resolve challenging issuesMaintain the confidentiality required of the organization and the departmentAbility to travel to various locations in the NYC, Long Island, and Westchester regionsAvailable to work flexible hours including evenings and weekends as neededPerform additional duties and projects as assigned by managementQualificationsBachelor's degree in Labor Relations, Organizational Development, Education, Health or other relevant fields; or equivalent years of experience - Master's degree preferredMinimum five (5) years' experience in training, consulting, workforce development, or other related experience in professional and/or skill development in health care required, and a minimum of two (2) years of supervisory experience of exempt and non-exempt personnel requiredAbility to scan political terrain and identify areas of improvementWorking knowledge in joint labor management/education settings and demonstrated knowledge of workforce developmentAbility to translate industry changes to competency mapping and education design and evaluation; navigate complicated terrain in health delivery system with union, non-union and multiple unions employersDemonstrated experience aligning workforce training and education to operational needsAdvanced knowledge of workforce planning strategies, including training plans and redeployment strategiesMust have demonstrated experience in complex mediation and facilitationExcellent analytical and project management skills; able to scan political terrain and identify areas of improvementAbility to gain confidence of clients and external organizational leadership at executive level. Understand varied interests and pressures of executivesStrong understanding of interest-based approaches to engagement and project leadership; able to mediate simple conflicts between parties at departmental levelExcellent skills in organizational relational dynamics specifically as it relates to organizational design, workforce relationships; able to decipher issues, underlying concerns and assist in moving towards desired change employersAble to manage multiple priorities and meet tight deadlinesDemonstrated leadership skills in the education or training field; effectively able to influence, motivate and lead clients at executive level, represent/TEF in interaction with industry leaders, outside organizationsExcellent written and verbal communication skills; strong active listening, good self-awareness, recognizing impact on others and ability to manage boundaries
