Contract Coordinator

Contracts Coordinator Department of Community Resources – Business Operations Division Location: 301 Billingsley Road, Charlotte, NC 28213 Salary Range: $76,328.00 - $95,409.50. This is an exempt (salary) position. Pay rates are based on education, skill, experience level, and internal equity. Internal equity considerations include an assessment of the applicant’s salary history and qualifications in comparison to the market rate and requirements for the job. Apply by: 7/17/2026 The Department of Community Resources (DCR) through its Community Resource Center supports the core departments of Mecklenburg County Health and Human Services (HHS) in delivering integrated services to county residents. DCR administers Child Support Services, Economic Services, MeckSuccess, HOMES, and Unified Workforce Development programs, as well as Integrated Health and Human Services Mail Services. Position Summary The Contracts Coordinator reports to the Sr. Business Manager and performs coordination, preparation, and processing of various contracts. Responsibilities include grant writing, contract drafting, memorandum of understanding, interlocal agreements, RFPs, contract research, reconciliation, maintaining certificates of insurance, and other contractual tasks. The position requires on-site support Monday through Friday. Essential Functions Create and manage the database for contract information; maintain a comprehensive contract management system, including procedure manuals. Participate with County staff and others to develop appropriate program plans and evaluation systems. Draft or amend contracts and ensure compliance with Federal, State, and County requirements. Partner with departments or programs when issuing Requests for Proposals. Prepare applicable documents and reports. Coordinate and participate in special projects related to contract activities. Develop, audit, compile, calculate, and analyze contract data. Negotiate terms for purchase of service contracts. Coordinate management of service contracts and related projects. Respond to urgent or emergent events requiring public health interventions; may work outside normal hours and may be assigned duties unrelated to regular work. Minimum Qualifications Minimum of four years experience in a related field. Bachelor's degree in Finance, Business Administration, Human Services, or related field. Combination of relevant education and experience accepted. Licenses and Certifications Valid North Carolina or South Carolina driver’s license (may be required). Annual Motor Vehicle Record (MVR) check (may be required). County driving privileges (required). Preferred Qualifications Relevant experience in contract administration. Vendor management experience. Experience with document management systems and electronic signature platforms (e.g., DocuSign). Prior OnBase experience. Proficiency in Microsoft Office, particularly Word and Excel. Knowledge, Skills, and Abilities Contract principles. Federal, State, and local laws, rules, and regulations. Governmental accounting procedures. Generally Accepted Accounting Principles. Arithmetic, algebra, geometry, calculus, statistics, and their applications. Structure and content of the English language. Customer service principles and processes, including needs assessment and evaluation of satisfaction. Skills Negotiation and maintaining a consistent negotiating position in the face of opposition. Oral and written communication skills. Good presentation and interpersonal relationship skills. Abilities Adaptability when experiencing changes in work responsibilities or environment. Building partnerships to achieve business goals. Collaboration with others. Communication across various media. Decision making and problem solving. Initiating action to accomplish objectives. Information monitoring procedures. Planning and organization. Technical and professional knowledge and keeping up with current developments. Computer Skills Intermediate level in various computer applications including Microsoft Office. Work Environment Works in an office setting with moderate noise.
