Job Description and Duties
Would you like to manage an innovative, fast-paced team that develops and implements plans for areas in California to meet national air quality standards and implement the requirements of the federal Clean Air Act? Can you develop and advocate creative solutions to public policy questions? Do you like to solve both concrete and conceptual problems? This position in the South Coast Air Quality Planning Section of the Air Quality Planning Branch offers the opportunity to manage work on State-level planning documents, air quality plans for the southern California region, ensure that California implements those plans, and interact with all CARB divisions, air districts and U.S. EPA.
The South Coast Air Quality Planning Section is responsible for all air quality planning issues related to and working with the South Coast Air Quality Management District and other Districts in southern California. The section is the lead in development of ozone and particulate matter State Implementation Plans (SIPs) as required under the federal Clean Air Act for the southern portion of California, and lead in the preparation of statewide planning documents including the State SIP Strategy. SCAQPS provides criteria pollutant-focused policy support related to the federal and California Clean Air Act and tracks compliance with plan commitments including CARB and air district progress in developing rules and regulations, and meeting emission reduction commitments. As part of California's implementation of the SIP, SCAQPS oversees CARB’s review of air district rules and ensures that district rules and CARB regulations are properly submitted into the California SIP.
Under the direction of the Chief of Air Quality Planning Branch, the Air Resoruces Supervisor (ARS) I supervises and directs staff in developing planning documents and other related tasks. The ARS I identifies policy direction to be given to districts, staff role in various proceedings, and/or information to be gathered. The ARS I guides and analyzes the development of SIP measures and programs, which protect public health, satisfy state and federal mandates. The ARS I identifies and develops strategy for resolving major issues. The ARS I also handles negotiations with district planning staff and other affected parties. Coordination with air districts, federal government and other public and private stakeholder groups is essential to this position.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Board’s (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

We are seeking an enthusiastic individual that has: excellent verbal and written communication skills including the ability to communicate effectively and work cooperatively with staff and management at all levels; ability to manage multiple projects and meet tight deadlines; familiarity with criteria pollutant air quality issues, the National Ambient Air Quality Standards, district rules, and emission reduction strategies; experience taking items to the Board; experience working with external stakeholders including air districts, the federal government, advocacy organizations, and industry representatives; and ability to supervise staff who may work remotely.
