Research and Training Specialist OPEN COMPETITIVE
Your Specific Responsibilities:
The incumbent establishes and maintains on-going working relationship with the Department’s training staff, and Regional Workforce Board staff: works closely with staff to implement changes, enhancements, and refinements to Workforce Investment Opportunity Act (WIOA), Wagner-Peyser (WP), Welfare Transition (WT) and Supplemental Nutrition Assistance Program (SNAP) and other workforce online training.
Maintains online training library and instruction transcript database. Establishes and controls user accounts into online training system.
Transfer recordings from a recorder into Adobe Audition and uploading the recording into Adobe Captivate.
Investigates, assesses and analyzes, and makes recommendation to resolve issues and problems presented by management staff. Consults with staff members to develop solutions for programmatic operational problems.
Provides consultation and assistance to management and staff in order to provide accessible program content to major stakeholders and customers through the Web and email Consultants with program supervisors and staff to resolve issues and problems concerning all workforce programs content on the site.
Designs and develops instructional material (Instruction-or I.D.) for training courses that support company products.
Demonstrates and utilizes effective needs analysis, project management, course development, and evaluation skills.
Independently develop entry and advanced level courses for both internal and external audiences.
Responsible for utilizing multimedia technology and I.D. authoring tools.
Other duties as required.
Required Knowledge, Skills, and Abilities:
- Knowledge of the principles and techniques of effective communication.
- Knowledge of the methods of data collec ti on.
- Knowledge of the principles of adult learning theories, human behavior, and communica ti on.
- Knowledge of instruc ti onal design, research, and implementa ti on methodologies.
- Skill in using Adobe products, including Captivate, Premiere Pro and other Creative Cloud products.
- Skill in using Microso ft Office Suite (Word, Excel, PowerPoint, etc.).
- Ability to conduct research, compile and analyze data.
- Ability to work independently.
- Ability to utilize problem-solving techniques.
- Ability to understand and apply applicable project management methodologies.
- Ability to prepare professional documents, research studies and evalua ti on and inves ti gative reports .
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Minimum:
- Some travel is required.
Preferred :
- Bachelor’s degree from an accredited college or university or four years of equivalent relevant to training, learning and development, business or similar work experience.
- At least two years of experience using adult learning theory models.
- At least two years of experience writing professional documents, e.g. reports, white papers, studies, policies, memoranda or similar documents .
- At least two years of experience using Adobe products, including Captivate, Premiere Pro and other Creative Cloud products.
- At least one year of experience in video recording and editing.

The Work You Will Do:
The Research and Training Specialist is a member of the Workforce Training & Coordination Unit within the Bureau of One-Stop and Program Support, Division of Workforce Services. This position supports statewide training activities for workforce development programs such as the Workforce Innova ti on and Opportunity Act, Wagner-Peyser, Welfare Transition and Supplemental Nutri ti on Assistance Program – Employment & Training, and other workforce development programs. Additionally, this position supports professional development training for internal and external staff.
We are seeking a candidate that can assist in developing and delivering innovative workforce training programs for Local Workforce Development Boards and their staff, and coordinate with internal business units to ensure the accuracy and quality of training materials. The ideal candidate is experienced in training and development activities, delivering training to adult learners across multiple platforms (in-person, online and via webinar), maintaining learning management systems and working with subject matter experts to build content for training materials and delivery.
