Budgeting Analyst

In a fast-paced team environment, the candidate will be guided to work independently on projects while being supported by BBM management. Specifically, this position will be responsible for the state operations budget for childcare programs with the following responsibilities:

• Budget Development - In conjunction with program area, develops the annual budget request documentation and evaluates proposed legislation.
• Budget Implementation- The incumbent will perform day-to-day budgeting analyst functions such as reviewing program plans, Requests for Proposals, staffing, programmatic narratives, Federal and State legislation. Tasks include coordinating with program staff and preparing fiscal analyses.
• Budget Monitoring- The incumbent will be responsible for monitoring revenue and expenditures, preparing fiscal analyses and budget journals, developing cash projections, analyzing General Funds and Federal Funds, and working with OCFS staff, and other staff, as necessary, to complete assigned tasks.
• Assists in the development and implementation of budgetary policy and recommendations to support the executive and enacted budgets. Communicates closely with other bureaus and offices within the agency to perform assigned budget related tasks as appropriate. Analyzes available funding and expenditures to ensure funding is maximized to meet agency goals and to ensure the effective and efficient utilization of resources.
• Analyzes Federal and State laws, regulations, policies and proposals for fiscal and programmatic impacts. Reviews comparable programs, agencies or jurisdictions to assist in providing relevant criteria. Ensures compliance with Federal grants and State funding sources.
