Woodinville, Washington is a premier tourist destination with a population of about 14,000, though the City will likely grow rapidly over the next five years or so. This growth is resulting in lots of exciting projects and programs. Located about 20 miles northeast of Seattle, Woodinville offers the benefits of a bustling urban area against the backdrop of the picturesque Sammamish River Valley. Woodinville is known for its tourism industries with over 130 wineries, breweries, and distilleries and numerous opportunities for outdoor activities.
The City is looking for its next Management Analyst! In this role, you will support the Executive Department and Assistant City Manager by managing interdepartmental projects and city-wide initiatives and programs. Under the direction of the Assistant City Manager, the Executive Department Management Analyst performs research, analysis, and administrative work of a highly responsible nature, including policy analysis and implementation, program administration, budget analysis, and the preparation of complex management studies, reports, and presentations. The responsibilities of this position include managing day-to-day City functions; budget development; grant program administration; communications, creating, and managing new programs and initiatives as assigned, and involve a high level of interaction with City staff, and interaction with City Council and the general public.
Within the Executive Department, Management Analysts may be assigned to one or more City programs including but not limited to: Emergency Management, Communications/Engagement, Economic Development, and Budgeting.
As the Management Analyst you will:
- Plans, coordinates, and implements projects and programs requiring specialized knowledge of grant administration, economic development, event planning, and compliance with broad federal programs such as the Americans with Disabilities Act and Title VI of the Civil Rights Act of 1964. Administers assigned professional contracts and directs consultant work.
- Performs a wide variety of complex and diverse professional and technical administrative duties. Plans, coordinates, evaluates, and participates in special projects, including research of new programs, services, or technologies; management studies; and the preparation and presentation of reports. Facilitates and leads projects, including coordinating cross-departmental initiatives and assembling and coordinating interdepartmental staff teams to advance City programs, projects, and organizational priorities.
- Serves as an administrative staff to various commissions, task forces, and committees and City Council, as assigned. Compiles legislative and meeting materials for commissions and committees, and City Council in the City Clerk's absence.
- Participates in professional groups and regional meetings as assigned; maintains updated knowledge and awareness of issues and best practices, as well as new trends and innovations in various assigned subject areas.
- Performs general administrative support functions including ordering of supplies, managing employee building access, invoice acceptance and approvals, and assisting with event planning.
Emergency Management
- Assists in the coordination of the City's Emergency Management program including leading/supporting plan development, assisting staff drills and training, and supporting the Emergency Manager with research and development of strategic crisis communications.
- Assist with the City's emergency preparedness efforts including fire drills, AED monitoring, and CPR/first aid training events.
Communications/Engagement
- Assists the Community Engagement Coordinator with City's communications program, including drafting press releases and media relations, managing website and social media, graphic design, and brand management, producing newsletters and mailings, and consulting with department heads/City leadership to inform and engage the public around important projects and initiatives.
- Responds to and resolves requests for services, information, and complaints.
- Assists with the management of the City Wellness Program, including staff committees and reporting. Assist with the development of health-related information, activities, and events for employees. Assists with monitoring organizational culture and providing resources for active employee engagement via the Wellness Program.
Budgeting
- Coordinates and assists with budget monitoring and development, capital planning, and the development of performance metrics and strategic planning.
- Leads processing of invoices, purchase orders, and accounting functions for the Executive Department.

Minimum Qualifications:
- Bachelor's degree in Public Administration, or related field; AND
- Two years of relevant experience in public sector administration, project management, research and analysis, or development of public policy; OR
- In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill, and ability to proficiently perform the essential duties and responsibilities listed above.
Physical Requirements:
Work is performed primarily indoors in an office setting. Physical effort is needed to lift and carry equipment and supplies. Basic communication skills such as talking, seeing, and hearing are needed for frequent person-to-person contact, computer, and telephone usage. Use of hands and fingers to handle objects and control automated equipment, computers and office machines, using finger dexterity. Patience and persuasiveness are needed when interacting with others. Must have the ability to work in a fast-paced environment and meet deadlines. Necessary aptitudes include understanding instructions, numerical aptitude, problem solving, analytical ability, memory, concentration, and judgment. The nature of work has frequent interruptions and deadlines. May be required to work beyond normal working hours.
Compensation, Classification and Labor Representation:
The full salary range for this position is step # 1 $93,170.00 to step # 9 $127,511.00. The appointment will typically be made between step # 1 $93,170.00 to step # 3 $100,772.00.
This position is not eligible for overtime and is non-represented. It is classified as a Management Analyst. Classification descriptions are typically written broadly and may not include all specific duties and responsibilities of the position.
