This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
Leads the Agency Strategic Planning process, including reporting on the progress of the Agency Strategic Plan; develops and communicates the strategic vision, scope and mission of the Strategic Planning section; assures that organization-wide performance management initiatives are focused and aligned on improving operational and program efficiencies and effectiveness; oversees agency strategic planning and provides leadership for policy development; trains state health office and County Health Department (CHD) staff on planning practices, processes and tools, including but not limited to logic model development and objective creation; and taking lead in evaluating the agency strategic planning process and implementation.
Provides leadership and coordination for the improvement of the organization’s core public health functions and evaluates the impact that process improvements have on public health; researches and develops training programs that focus on enabling the workforce to achieve improvements with priority health concerns. Supervises direct reports including motivating, training, providing guidance and direction; develops expectations and meets with staff regularly to discuss performance, complete performance reviews and disciplinary action, if needed; maintains vacation and work schedules to ensure proper coverage and approves timesheets; ensures all staff complete mandatory training and are offered additional opportunities to develop professionally.
Serves as Division Training Coordinator; participates as a team member or team leader in the design, development and testing of training covering a variety of topics; researches and designs appropriate division-wide training; coordinates capacity building for all levels of management and staff with the Division of Public Health Statistics and Performance Management; serves as an instructor by delivering training in various settings (in-person, virtual, etc.); coordinates training activities and gathers feedback about training effectiveness; communicates feedback and implements improvement to provide a more effective training experience.

Required Knowledge, Skills, and Abilities:
Knowledge of management principles and techniques.
Knowledge of strategic planning, process improvement and quality improvement tools and methodologies (e.g., Lean, Six Sigma, or similar frameworks).
Knowledge of data collection, analysis, interpretation, and reporting principles and procedures.
Ability to supervise, motivate, and develop staff.
Ability to determine work priorities, assign tasks, and ensure timely completion of work.

Qualifications:
Preferred qualifications
Degree in Public Health, Public Administration, Business Administration, Health Administration, or a closely related field.
of 3–5 years of progressive experience in strategic planning, performance management, or quality improvement, preferably in a public health, government, or large complex organization.
Demonstrated experience in organization-wide strategic planning processes and developing Agency Strategic Plans.
Professional certifications such as: Certified Public Health (CPH), Project Management Professional (PMP), Lean Six Sigma Green Belt or Black Belt, Certified Professional in Healthcare Quality (CPHQ) or similar.
Advanced proficiency in data analysis and visualization tools (e.g., Power BI, Tableau, Excel, or similar).
Experience designing and delivering training programs on strategic planning, performance management, and quality improvement methodologies.
Familiarity with Florida state government operations, public health systems, or the Florida Department of Health structure and programs.
Experience facilitating high-level stakeholder groups, cross-functional teams, and executive-level presentations.
Proven track record of successfully building organizational capacity in performance management and continuous quality improvement.
Knowledge of national public health accreditation standards (e.g., PHAB) and performance management frameworks.
