POSITION SUMMARY: Acts as lead worker for crews performing semi-skilled work in the proper maintenance and construction of water and sewer systems. Position also performs related tasks to include water sample collection, lift station inspection, manhole repair, line excavation and all other water and wastewater utility related tasks. Additional responsibilities include procurement of materials, work orders, and record-keeping for each project.

ESSENTIAL FUNCTIONS:

· Prioritize projects, assign work tasks to crew members, procure required materials, file work orders and maintain written or electronic records of projects.

· Leads crew and participates in performing a wide variety of maintenance tasks in the technical construction, installation, repair and maintenance of the city’s water distribution and wastewater system.

· Instructs employees in proper work methods and standards; monitor crew work quality; ensure adherence to time schedules and safe work practices, provide performance feedback and input into performance reviews.

· Oversees the detection of buried utility lines when Equipment Operators are digging.

· Monitors the shoring of trenches and confined workspaces.

· Performs and leads crew on general maintenance tasks for pump stations, lift stations, water lines, water meters and sewer backups.

· Operates all equipment necessary to complete assigned tasks such as backhoe, motor grader, tractors, street sweeper, hand tools, and mowing machines.

· Cleans work sites and restores landscaping to original condition upon completion of projects or repairs.

· May assist with administrative tasks.

· Operates dump truck, backhoe, excavator, skid steer, sewer jetting machine, loaders and other associated equipment and tools as needed.

· Perform daily and preventive maintenance on vehicles and equipment

· Participates in on-call rotation.

· Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

· Knowledge of standard practices, materials, tools, and equipment utilized in the area of assigned work to ensure that operations are in compliance with State and Federal regulations.

· Knowledge of TCEQ water and collection system sample requirements.

· Knowledge of sewer systems, cleaning, repairs and troubleshooting

· Be able to efficiently operate, troubleshoot, and diagnose instrumentation, system controls, and SCADA systems.

· Knowledge of work hazards and applicable safety precautions associated with

assigned area of work.

· Knowledge of equipment maintenance and skill in the operation of various

equipment including street sweepers, loaders, backhoes and mowers.

· Knowledge of leadership skills including communications, motivation, and

performance feedback.

· Knowledge of City policies and practices.

· Skill in the operation of equipment, tools, and instruments used for assigned work

areas.

· Skill in the operation of computers and related equipment.

· Skill in writing routine reports and documents.

· Ability to assign and supervise the work of others, provide instruction, lead a small crew and inspire confidence.

· Ability to understand and follow oral instructions.

· Ability to read and interpret documents and construction drawings.

· Ability to establish and maintain effective working relationships with supervisors, coworkers, and the public.

SUPERVISION RECEIVED AND EXERCISED: The Public Works Field Foreman assigns work in terms of general instructions and occasionally detailed instructions. The work is spot checked for accuracy and propriety of the final results. This position does not supervise other positions but does act as lead worker in completing assignments on job sites.

Work subjects the employee to inside and outside environmental conditions, extremes in temperatures, and hazards associated with equipment operation including fumes, oils, gases and mists.

This position will have intermittent periods of standing, sitting, and walking. Intermittent moderate amount of walking (7-10 miles) is required for this position. The employee must have the ability to lift, carry, push and/or pull greater than 50 pounds, and may require infrequent lifting of greater than 100 pounds.

This position is exposed to extreme elements including extreme heat and/or cold, wet and/or humid conditions, noise intensity level, moving mechanical parts/hazards, dirt/dust, and odors.

Constant use of protective personnel equipment including but not limited to footwear, eyewear, and use of reflective clothing is required.

MINIMUM QUALIFICATIONS:

• High school degree or equivalent required.

• Five years relevant experience required.

• Class C Water Operators License

OR

• Class 2 Wastewater Collections Operator License

• Possession of a valid Texas driver’s license.

• A combination of education, training and experience providing the required knowledge, skills and abilities may be considered.
