Contracts Manager

Contracts ManagerHatalom Corporation is looking for a Contracts Manager to join our team. The Contracts Manager will manage prime contract and related subcontract activities to ensure that all requirements and obligations are fulfilled. Tasks include coordinating and submitting proposals with the Business Development team, leading negotiations with the Government and industry partners, and preparing contractual documents. Together with the Project Management Team, proactively anticipates, identifies, analyzes, and informs management of the financial, legal and performance risks that can impact success. Ensures Hatalom continues to manage its internal and external contractual obligations and keep management informed regarding performance under assigned Contracts/Subcontracts. This position typically exercises discretionary and substantial decision-making authority under limited supervision and direction.Essential Duties and Responsibilities:Review all contractual terms and conditions in contracts and agreementsReview contract deliverables to ensure they are compliant and completePrepare and process contract modification s, change orders, and any engineering change proposal actionsSet-up new projects, CLINS, modifications, POP, funding, labor categories and rates in Costpoint accounting systemAdvise program team of contractual responsibilities and obligations, ensure compliance with company policies and procedures addressing contractual matters, and interpret contract clauses and statement of work requirementsConduct Market Research and price analysisKnowledge of contracting principles, policies and proceduresUnderstanding the requirements outlined in the Federal Acquisition Regulations (FAR) for procuring and/or acquiring services and materialsParticipate in front-end strategic support of business pursuits, color team reviews, proposal preparation, and submissionKnowledge of DCMA and DCAA contracting principles, policies and proceduresConduct contract and subcontract formation and administration activities on a wide range of contracts from initial proposal through performance and including closeoutPrimary point of contact for prime contract and project personnel and responsible for all contract incoming and outgoing correspondence.Resolve issues regarding contractual performance, including claims, changes, and terminationsConducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specificationsCoordinate submission and negotiation of contract proposals, including change ordersResponsible for project Change Management and coordination of contractual activities; collaborate with Project Manager to develop effective strategies and recommendations to management for resolution of contractual issuesInteracts with, confers, briefs, and makes recommendations to Management regarding the progress and impact of potential contract and subcontract-related activities on the projectPrepare contract and subcontract reviews and reports on issuesDrafts contractual agreements and subcontracts; edit terms and conditions and flow-down requirements to subcontracts based on prime contracts consistent with company Legal and Contract policiesManages project related subcontracts to ensure compliance with terms, including schedule and scope of workDevelops subcontract mitigation plans for key subcontracts to ensure program continuitySet - up and ensure completeness of contract and subcontract filesCoordinate contract and subcontract requirements with all functional departments to ensure compliancePerform other related duties as directed by the President & CEOObserve all legal/ regulatory compliance requirements and practices for assigned responsibilitiesAbility to work in a fast pace environment with defined deadlinesRemain current on legal/regulatory updates affecting contracts and agreementsEducation, Experience & Qualifications:Bachelor's Degree and four (4) years of experience preferred;
