General Description
This position is responsible for the administration, coordination, and tracking of employee leave programs and associated payroll and benefits impacts. This role serves as the operational owner of leave processes, ensuring accurate documentation, consistent application of policies, and adherence to regulatory requirements. The position also provides steady and professional support to employees navigating leave, ensuring they are informed and guided through each step of the process. This role works closely with the Benefits Manager on compliance oversight and complex case review while partnering with Payroll to ensure accurate processing of leave-related impacts. In addition, this position supports benefits operations through reconciliation and contributes to a collaborative team environment across all benefits functions. Reports To

Bachelor's degree Minimum (2) years' of relevant experience in Human Resources Benefits or Payroll Processing. Equivalency/Substitution: Will accept (4) years' experience in lieu of Bachelor's Degree for a total of (6) years' relevant experience in Human Resources Benefits or Payroll Processing. Required Knowledge, Skills & Abilities Knowledge: Fundamental theories, principles, and concepts related to HR Benefits Working knowledge of HRIS systems and Excel-based tracking Skills: Advanced proficiency in Excel, including use of formulas and data comparison tools (e.g., VLOOKUP) Strong analytical and problem-solving skills with the ability to identify and resolve discrepancies Ability to work with large data sets and ensure accuracy across systems Effective written and verbal communication skills Ability to provide professional and responsive customer service Strong organizational skills with the ability to manage multiple time-sensitive tasks Proficiency in Microsoft Office Suite, including Teams and Adobe, and other business systems Effective time management skills with the ability to prioritize and meet deadlines Abilities: Ability to interpret and consistently apply policies, procedures, and regulatory requirements Highly organized with the ability to manage multiple time-sensitive processes with accuracy and consistency Ability to identify discrepancies, investigate root causes, and ensure timely resolution Ability to provide calm, consistent, and professional support to employees in sensitive or complex situations Ability to communicate clearly and respectfully while maintaining adherence to established policies and procedures Physical Demands/Working Conditions
PHYSICAL/MENTAL DEMANDS AND WORKING CONDITIONS:
The work is light work which requires the person in this position to occasionally exert up to 20 pounds of force to grasp, lift, carry, push, pull, or otherwise move objects. Additionally, the following physical abilities are required: This position requires the person to frequently move about the College's various locations to perform the essential functions of the position. This position requires the person to frequently communicate with and listen to internal and external constituents to perform the essential functions of the position; must be able to exchange accurate information in various situations. This position requires the person to operate a computer; other office machinery and mobile devices to prepare reports and documents. This position requires the person to occasionally use upper and lower body to exert force up to 20 pounds to push, pull and/or lift materials or equipment. This position requires the person to judge, observe, and assess the accuracy, neatness, thoroughness of work assigned or to make general observations. Work is performed in an indoor, office setting. Serve as the primary point of contact for leave and benefits inquiries, providing clear, accurate, and consistent guidance to employees and supervisors. Facilitate leave intake processes, including distribution of required notices and documentation (FMLA, parental leave, military leave, etc.). Track and manage leave requests from initiation through return-to-work, ensuring documentation is complete and deadlines are met. Maintain detailed, audit-ready records for all leave cases, including intermittent and continuous leave. Monitor leave usage and timelines, including rolling 12-month FMLA tracking. Coordinate return-to-work processes and ensure appropriate documentation is received. Partner with the Benefits Manager on eligibility determinations, complex cases, and policy interpretation. Maintain and update internal tracking tools related to leave and payroll impacts, including unpaid leave, intermittent usage, and benefit changes. Prepare and communicate payroll-related updates in alignment with payroll processing timelines. Validate accuracy of leave-related deductions and benefit adjustments impacting payroll. Partner with Payroll to research and resolve discrepancies related to leave and benefits deductions. Reconcile weekly and monthly benefits invoices to ensure accuracy of enrollment and premium amounts. Compare vendor billing against enrollment data and internal systems to identify discrepancies and resolve issues in collaboration with vendors and other functional areas. Prepare reconciled invoices for approval in accordance with established procedures. Maintain organized documentation to support audit readiness and data integrity. Support the Benefits team during key activities such as open enrollment, new hire orientation (NEO), and employee education initiatives. Assist with coordination and implementation of wellness programs and events. Participate in administration of Tuition Reimbursement and Tuition Waiver programs. Collaborate with team members to ensure consistent and accurate service delivery across all benefits functions. Assist with benefits-related processes as needed to support overall team operations. Abide by the policies and procedures published in the Board of Regents Policies and College Policies & Procedures. Contribute to a safe educational & working environment. Adhere to established safety and health procedures and practices for the purpose of providing injury and illness prevention for self and others. Complete quarterly health and safety training pursuant to OCCC's established safety and health procedures and practices. Participate in all applicable OCCC emergency, evacuation, shelter in place drills, and be prepared to take action and assist others in taking appropriate action should a health or safety emergency occur.
