Research Financial Analyst 4

Job Summary Involves providing analytical, financial and training activities in support of contract and grant proposal development, grant‑writing, funding, administration, and budget development. Activities may include management of funds post‑award, closeout activities for federal, state, local and private sponsors, and analysis of research funding trends and sources. The RFA uses advanced contracts and grants concepts to manage high volume and high complexity transactions. The role includes reviewing, reconciling and maintaining records and ledgers in compliance with university policy, providing high‑level financial analysis and recommendations for faculty and non‑faculty portfolios, and serving as the single point of contact for post‑award financial management for faculty at UCSF Fresno. Duties & Essential Job Functions Provide high level management, planning and monitoring of fiscal budget control for contracts and grants, including submissions, budgets, gifts, endowments and privately funded projects. Ensure compliance with all sponsors and university requirements and act as the primary contact for sponsoring agencies. Administer the administrative and financial aspects of complex awarded projects in coordination with central and departmental administrators. Provide highly complex financial forecasting, analysis and recommendations, including long‑range portfolio health, ICR‑related funding distribution, management of state and discretionary resources, and overall research portfolio analysis. Offer financial advice to PIs on lab effort for new projects and advise on purchasing or contracting needs. Assist audit activities, provide guidance on complex research administration matters and lead education and outreach activities to connect faculty with funding opportunities. Ensure complete and accurate collection of research management data, oversee award reporting and closeout, and maintain compliance with regulatory and fiscal reporting requirements. Prepare, review and approve financial transactions, gather information for financial analysis, and maintain independent judgment with a customer‑service focus. Required Qualifications Bachelor’s degree in accounting, business, or related area and 4+ years of related experience; or equivalent experience/training. Extensive knowledge of program administration guidelines of Federal and non‑Federal sponsors supporting research and educational activities, preferably in a university environment. Advanced knowledge of compliance requirements related to human or animal subjects, financial conflict of interest, and biosafety. Ability to manage high volume and complex transactions and perform highly complex financial analysis and customized reporting. Advanced competence in the use of spreadsheet and database software for financial analysis, fiscal management and reporting. Independent judgment and customer‑service focus across diverse subject areas, with clear communication of data‑derived reports to faculty. Knowledge of and ability to interpret sponsor, institutional and departmental policies, and current compliance regulations in research administration. Advanced knowledge of generally accepted accounting, fiscal and reporting principles. Full knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor‑specific policies, intellectual property policy, conflict of interest requirements, publication rights, and indirect cost rate application. Preferred Qualifications Master’s degree in business, finance or higher education. Ability to interpret policy for others. Advanced knowledge of effective grant funding processes, procedures and techniques. Experience with all types of award mechanisms, including grants, contracts, subcontracts and cooperative agreements.
