IT Network & Telecom Senior Manager

Salary: $115,008 - 154,656 per year Requirements:

• Ten years of progressive IT experience leading enterprise operations and infrastructure, or a bachelors degree in computer science, networking, information systems, or a related discipline plus six years of continuous experience in an IT operations leadership role within high-risk or high-impact environments.
• Demonstrated ability to learn, adapt, and grow, as well as a strong commitment to meeting the needs of others.
• Five years of increasingly responsible, multi-dimensional experience managing people and programs in information technology.
• Strong written and verbal communication skills.
• Proven experience leading teams of IT technicians delivering complex enterprise operations work.
• Deep understanding of enterprise IT operations principles, operating models, requirements, and current industry standards.
• Expert-level knowledge of Washington State IT operations lifecycle and enterprise deployment practices for end users.
• Strong command of security principles, concepts, and practices as they relate to end-user support.
• Experience with cloud architecture such as Azure, AWS, Salesforce, or similar platforms.
• Experience working in highly regulated environments subject to state and federal requirements.
• Experience operating within environments that use enterprise licensing agreements.
• Experience with state contracting rules, laws, practices, and procurement procedures for enterprise IT.
• Experience drafting RFQ, RFI, and RFP language.
• Experience participating in information security incident response and disaster recovery exercises.
• Experience producing and maintaining documentation for broad audiences, such as IT portfolios, service catalogs, reports, recommendations, and issue papers.
• Preferred: strategic and tactical enterprise architecture planning experience.
• Preferred: experience in fast-paced Agile and DevOps environments.
• Preferred: experience building and developing large teams.
• Preferred: relevant certifications such as ITIL, PMP, CISSP, CCNP, Azure, AWS, Google Cloud, or AI-related credentials.
• Preferred: experience leading AI, cloud transformation, or enterprise modernization initiatives.

• Provide strategic leadership and oversight for enterprise IT operations, including network services, infrastructure, systems administration, platform reliability, and operational support.
• Drive secure, dependable, and forward-looking technology solutions that align with agency priorities and mission needs.
• Lead innovation by evaluating and implementing emerging technologies such as AI, automation, and cloud solutions.
• Oversee disaster recovery planning, testing, validation, and documentation to ensure readiness and compliance with recovery objectives.
• Manage enterprise agreements with vendors and contractors supporting IT field operations.
• Shape and maintain our IT operations model for employees, stakeholders, and the public.
• Align operational priorities with the enterprise architecture model and approved plans.
• Help develop strategies that reduce risk to information and assets.
• Build and execute IT operations strategies aligned with organizational goals.
• Lead modernization efforts across infrastructure, networking, cloud services, automation, and AI-enabled operations.
• Strengthen workforce capabilities to meet evolving technology and business needs.
• Foster an inclusive, collaborative environment that promotes accountability, engagement, and professional growth.
• Communicate strategy, risk, priorities, and performance clearly to both technical and nontechnical audiences.
• Ensure compliance with organizational policies, security standards, and regulatory requirements.
• Partner with cybersecurity teams to manage operational risk and resilience.
• Develop roadmaps, set goals, prioritize initiatives, and track progress against KPIs.
• Create and carry out long-range IT strategies that support enterprise growth and DCYF business objectives.
