The State Water Resources Control Board’s Central Valley Region has an Analyst I (will consider Analyst II) in the Operational Support Unit. The position is located at 11020 Sun Center Drive, Suite #200, Rancho Cordova, CA 95670. Our office has a comfortable work environment, is conveniently located off Highway 50, offers free parking, and is near convenient shopping and many restaurants.

Duties:

Under the supervision of a Supervisor I and consistent with good customer service practices and the goals of the State and Regional Board’s Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments.

By providing analytical support to our technical staff, you play a vital role in restoring, enhancing, and preserving the quality of the Region’s water resources and drinking water for the protection of the environment, public health, and all beneficial use. The Analyst is responsible for providing timely and professional analytical assistance to staff on varies assignment and projects associated with the planning, implementation, and administration of the Region’s management, digitization, SharePoint sites, and other support services activities and assignments for the Administrative Program. The incumbent will review laws and regulations to develop and update policies, procedures, and forms related to daily business operations. The Analyst is required to work in a team environment, assist higher classifications, work independently, communicate effectively, manage multiple tasks, and formulate draft recommendations. To best support the functions of the Operational Support Unit, this position requires regular attendance, daily proficient utilization of office equipment and Microsoft Office Suite, knowledge of departmental policies, procedures, and conduct and proficiency in analytical duties.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position .

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment.  Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. E mployees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable The salary range(s) included on this job posting do not reflect the reduction in pay.

Water Board employees may be eligible for benefits. Health benefits and leave programs are available for most permanent, full-time employees, and some permanent, part-time employees. Benefit eligibility may depend on length of service and may be subject to collective bargaining agreements negotiated between the State of California and employee organizations that define wages, hours, and terms and conditions of employment. and

Statement of Qualifications (SOQ)

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no mor e than one (1) page in length, using 12pt Arial font , and normal margins.

Include your name and the Job Control number at the top of the page in the upper left corner and “Statement of Qualifications” centered as the title. You must list each question in order and provide your answer below. When completing your SOQ, please indicate your total years of experience and training as applicable to the Desirable Qualifications listed above.

  2. Describe your interest in this position and how your knowledge and experience would contribute to the position’s responsibilities.
