Job Title: Chief Program Officer (CPO) Department: Administration Reports To: President & Chief Executive Officer (President & CEO) FLSA Status: Exempt Job Type: Full-Time, Regular AKBCU: No ICPA: Yes

General Functions:

The CPO assists the President & CEO in planning, designing, developing, and maintaining Cook Inlet Tribal Council's (CITC) strategic work related to connecting participants to program services using coordinated and innovative delivery systems.

Leadership:

As a member of the President's Council, the CPO provides leadership by embodying CITC's values, demonstrating belief in the potential of Our People, commitment to the mission and vision, and adherence to core principles and leadership competencies.

Duties and Responsibilities:

• Lead and provide strategic direction to multiple departments, including Youth Education, Financial Assistance, Career Development, and Clare Swan Early Learning Center.
• Lead the strategic design and execution of integrated programming across the cradle-to-career continuum to ensure seamless service delivery and optimal outcomes.
• Cultivate a high-performance culture that emphasizes professional development, cross-functional collaboration, and operational excellence.
• Provide strategic oversight and implement processes that support resource management aligned with strategic plans.
• Implement best practices and modify programs to meet community needs.
• Deliver critical information in areas of responsibility through the President & CEO to the Board of Directors and leadership team with actionable recommendations.
• Develop and cultivate partnerships that enhance CITC's mission and collective impact.
• Monitor program effectiveness through metrics and community outcomes.
• Identify and implement strategic funding and program priorities.
• Maintain government agency relationships to promote collaboration and program expansion.
• Support CITC's work on relevant Board Committees, both internally and externally.
• Identify and act on critical issues affecting Tribal status and funding availability.
• Develop strategic external partnerships supporting the organization's mission.
• Enhance community partnerships, including large-scale planning initiatives.
• Foster internal partnerships that enhance participant experience.
• Maintain high-quality service delivery, adhering to accreditation standards.
• Identify program needs and assist with planning strategies and grant proposals.
• Incorporate program needs into financial planning and asset management.
• Identify legal and advocacy issues affecting program delivery.
• Integrate program needs into information gathering and tracking systems.
• Partner with the Chief Clinical Officer to ensure coordinated, high-quality care.
• Lead community initiatives related to participant needs as directed.
• Carry out Acting CEO role as assigned by President & CEO.

Minimum Qualifications:

• Employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
• Master's Degree or equivalent experience in Business, Education, Human/Social Services, Organizational Leadership, Sociology, Psychology, or related field.
• Ten years of progressive management and supervisory experience.
• Knowledge of planning principles and socio-economic implications of program development.
• Understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.
• Five years of administrative experience in Tribal service delivery.
• Experience with contract and grants management.
• Experience in P.L. 93-638 and P.L. 102-477 preferred.

• May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.
• The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.
• Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
