Overview About The Position - Portland. This position is located in Portland, OR. It is known for green spaces, bike-friendliness, and cultural amenities. Portland Trail Blazers are a short walk from the HQs building, and there are diverse local experiences in the eco-friendly town. Responsibilities Serve as a Fish and Wildlife Administrator and as a project manager for implementation of fish and wildlife protection, mitigation and enhancement measures at sub-basin and provincial geographic levels covered under the Fish and Wildlife Program. Serve as a fish and/or wildlife biological expert in support of a broad spectrum of projects relating to habitat protection and enhancement. Provide project management oversight for biological, engineering, and construction management. Serve as technical expert on fish and/or wildlife biology issues. Review and evaluate technical progress, financial reports and other documents; perform production inspection and status reporting, and report inadequacies noted in specifications or performance in a timely manner. Support other BPA project managers on their projects and studies. Develop, coordinate, and negotiate the development of strategies for specific Fish & Wildlife projects with the Council, regional fish and wildlife agencies, Tribal organizations, project operators, other interest groups, and other BPA organizations. May be required to serve as Contracting Officer\'s Representative for BPA grants and agreements; this duty includes additional training and certification. Qualifications
BASIC REQUIREMENT:
Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, plus appropriate experience or additional education. Experience: Four years of experience that demonstrates knowledge and understanding of biological sciences, agriculture, natural resource management, or related disciplines equivalent to a 4-year course of study. Specialized Experience Requirements GS-11: Demonstrated at least one year of specialized experience equivalent to GS-9, including analyzing fish or wildlife data to evaluate and recommend projects and supporting the implementation of fish or wildlife mitigation projects. Substitution: Education for specialized experience at GS-11 level may include three years of graduate education leading to a Ph.D. or equivalent, or a combination of education and experience as described above. GS-12: Demonstrated at least one year of specialized experience equivalent to GS-11, including analyzing fish or wildlife proposals and data to evaluate and prioritize projects, and managing contracts, agreements, or grants for fish or wildlife mitigation projects. There is no substitution of education for experience at the GS-12 level. Experience refers to paid and unpaid experience. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement. Education This vacancy has a positive education requirement. Education must be obtained from an accredited institution recognized by the U.S. Department of Education. Foreign education must be reviewed by an organization recognized by the U.S. Department of Education. See guidance for foreign education evaluation. You must provide copies of college transcripts to be rated as qualified. If substituting education for specialized experience you must submit proof of qualifying education.
