Company Overview Public Health Solutions (PHS) is the largest public health nonprofit serving New York City, improving health outcomes for low‑income families and supporting community‑based organizations through long‑standing public‑private partnerships. PHS focuses on a wide range of public health issues including food and nutrition, health insurance, maternal and child health, sexual and reproductive health, tobacco control, and HIV/AIDS. Program Description NYC Treat to Quit is a PHS program funded by the New York State Department of Health (NYSDOH). Its mission is to advance health equity by strengthening medical and behavioral health systems, expanding access to evidence‑based tobacco dependence treatment, and empowering communities disproportionately impacted by tobacco‑related harm. The program’s five‑year contract objectives include: advancing health equity through reduced tobacco‑related disparities, adopting clinical practice guidelines, enabling grantees to adopt up‑to‑date medication protocols, educating and advocating for local and state policies, and supporting statewide data collection, research, and resource distribution. Summary of Position The Senior Manager, Health Systems will oversee partnerships and engagements with healthcare and behavioral health organizations to advance evidence‑based tobacco use dependence treatment, reduce health disparities, and provide access to cessation services within clinical and community settings. The position is grant‑funded and ends April 30, 2031. The manager reports to the Program Director. Responsibilities Understand and implement the NYS Department of Health Tobacco Control Program’s strategic plan and support the development and implementation of PHS’s tobacco control strategic plan. Lead engagement with health‑care and behavioral health entities and partners, including Community Health Centers, Federally Qualified Health Centers, LGBTQIA+ Health & Human Services Network, and systems serving people with serious mental illness, substance use disorder, and other providers. Help identify health‑systems policies and workflows that support the implementation and adoption of evidence‑based tobacco treatment protocols, such as screening, brief intervention, and referral processes. Ensure participating health entities meet NYSDOH health‑systems standards and reporting requirements by supporting documentation, implementation tracking, quality assurance processes, and timely submission of required data. Provide technical assistance to integrate equitable tobacco cessation services by embedding best practices into clinical workflows, strengthening referral pathways, and improving access to culturally responsive cessation resources for priority populations. Support the Program Director in developing training materials, guidance documents, tools, and implementation resources for staff and partner activities. Provide ongoing guidance, coordination, and technical direction to NYC Treat to Quit staff to support achievement of region‑specific work‑plan deliverables and ensure consistency across all activities. Collaborate with the program team to design, develop, and refine training tools, technical assistance resources, and instructional materials for health‑care systems and providers. Coordinate with the Health System Statewide grantee to align and support local health‑system engagement activities and achieve shared priorities. Represent the program at state meetings, partner convenings, stakeholder workgroups, and cross‑sector collaborations involving health systems, behavioral health providers, and public health organizations. Participate in hospital and provider‑based initiatives, clinical trainings, grand rounds, and partner‑led activities to support tobacco cessation awareness, patient education, and integration of cessation services within health‑care settings. Utilize traditional and digital communication channels to engage clinical leadership, health‑care organizations, policy makers, and key stakeholders, developing and disseminating educational materials, presentations, and written communications. Ensure that outcome measures of the work‑plan area are achieved, report on activities and outcomes accurately and in a timely fashion, and implement corrective actions when required. Meet with and engage NYC elected officials and other policy stakeholders throughout the year to support program visibility, alignment, and tobacco control priorities. Collaborate with the PHS data and evaluation team to monitor program progress, analyze outcomes, and track key performance indicators related to tobacco screening, referrals, and cessation services across participating health systems. Prepare quarterly and annual evaluation reports that include analysis of program reach, health disparities, implementation progress, and recommendations for continuous quality improvement and systems enhancement. Maintain accurate and timely documentation of all program activities and outcomes, ensuring compliance with state and organizational reporting requirements. Utilize program data to identify implementation gaps and opportunities for improvement and support continuous quality improvement and strengthen tobacco cessation service delivery across health systems. Attend and participate in mandatory local, regional, and state meetings and trainings (anticipated 7 times per contract year). Actively participate in state program workgroup meetings. Develop a robust health‑systems engagement strategy that aligns with organizational goals. Participate in the yearly data collection project assigned by the state program. Remain current on tobacco control issues and perform all other duties as assigned. Qualifications and Experience Bachelor’s degree or higher in a related field. At least 4 years of experience working at the intersection of health care and public health, interacting with leaders and decision‑makers. Demonstrated experience with policy and community health systems interventions, health systems engagement, and partnership building. Knowledge of tobacco cessation best practices, treatment approaches, and emerging tobacco control issues strongly preferred. Excellent oral and written communication and interpersonal skills. Excellent computer skills. Ability to establish positive connections and ongoing communication with clinical leadership and policy stakeholders, including through development and facilitation of workshops. Experience supervising or supporting project teams, offering guidance, and ensuring consistent implementation of program and health‑systems protocols. Capacity to provide constructive feedback, set expectations, and support team members in meeting project deliverables and maintaining performance excellence. Desired skills in training and organizing engagement initiatives to strengthen partnerships with health‑care systems, clinical providers, and institutional entities. Ability to engage with health‑care partners during evenings, weekends, and willingness to have a flexible schedule. Must have excellent organizational skills and the ability to coordinate multiple tasks, projects, and assignments with competing priorities. Must be able to work independently as well as be a team member. Familiarity with New York City communities and neighborhoods strongly preferred. Must be able to travel between NYC boroughs, across NYS for mandatory state meetings, and across the nation for trainings and conferences. This individual must reside in the tri‑state area (NY, NJ, CT) by their confirmed start date.
