Accountable for ensuring program compliance with regulatory agencies and accrediting bodies. Key Responsibilities Operations Participates in the establishment of policies and procedures for all IRF services. Works collaboratively with IRF Leadership to prepare and revise program policies and procedures and develop and implement the inpatient rehabilitation strategic plan to ensure awareness of the changing rehabilitation market and to create quality rehabilitation programming to meet market needs. Assists with design and implementation of a framework to integrate and coordinate patient care services, and program development, consistent with quality services. Actively encourages the integration of rehabilitation services throughout the hospital and community and works with leadership across disciplines to maintain continuity of care. Provides direction, expertise, and mentoring to facilitate growth and development of IRF services. Integrates all aspects of program development including but not limited to Physical Therapy, Occupational Therapy, Speech Therapy, Admissions, Nursing, Social Work, and Case Management. Ensures proper notification and documentation of patient transfers within the facility and/or to an alternative setting in coordination with the social worker/case manager. Recommends and implements educational efforts to IRF staff for orientation and in‑services as needed. Works collaboratively with IRF leadership in strategic planning activities for the service line, completes assigned goals as part of the process, demonstrates support for and participates as requested in achieving THD Inpatient Rehabilitation Service line goals. Regulatory Compliance Responsible for direction, planning, and organizing the program to comply with CMS, The Joint Commission, Texas Department of Health and Human Services, and CARF regulatory standards. Ensures appropriate documentation is complete and maintained in accordance with regulations set forth by CMS and other appropriate regulatory agencies. Completes transmission of the IRF‑PAI data to CMS and other regulatory agencies as appropriate. Maintains appropriate and timely documentation of the IRF‑PAI in patient records. Conducts random chart reviews to ensure timely completion of admission assessments and necessary documentations to support FIM data. Responsible for orientation and training of staff involved in completion of the IRF‑PAI. Provides education to clinicians on regulatory documentation and any changes given by UDS, CMS, or other appropriate regulatory or compliance agencies. Provides CARF and Joint Commission support to the Inpatient Rehabilitation department and leadership team from all relevant areas. Quality and Performance Improvement Participates in program evaluation and quality assessment and improvement processes. Assists with quality improvement activities that may reduce cost and increase efficiency through improved systems and processes. Participates in the development of tracking methods, monitors performance, periodically analyzes performance data, and acts as a change agent when needed. Serves as liaison for the Inpatient Rehabilitation Facility in coordinating and presenting data to outside quality improvement groups/activities and/or educational opportunities. Collects, coordinates, and evaluates clinical information, codes this information and ensures the accuracy of entering into the computer system. Reviews medical records to ensure appropriate documentation occurs to support findings noted on the IRF‑PAI (Inpatient Rehab Facility Patient Assessment Instrument). Monitors, trends, and analyzes admission, discharge, and transfer rates. Fiscal Operations Operationally responsible for the financial performance including operating and capital budgeting for assigned area of responsibility. Promotes activities to reduce costs, enhance revenues and achieve operational efficiency. Manages the approved budget through frequent and regular monitoring. Implement written action plans to address variances, adjusting strategies as needed to meet budgetary expectations. Considers operational outcomes and financial implications when making recommendations to implement new services or modify current programs. Manages staffing levels consistent with volumes. Oversees and contributes to the PPS billing and IRF‑PAI process; maintains efficient and effective operation of the program by ensuring the coordination of services and management of budget and marketing functions. Facilitates and coordinates the PPS (Prospective Payment System) in collaboration with the interdisciplinary team. Human Resource Management Recruits and retains a quality work force. Provides a work environment that attracts and retains workforce members. Accountable for orientation, continuing education, and competency verification for all workforce members. Ensures Human Resource metrics (i.e., retention, vacancy rates) meet established targets. Promotes and fosters a diverse, highly engaged, and collaborative work environment within areas of responsibility. Utilizes workforce metrics such as vacancy, retention and engagement to monitor, identify and respond to workforce trends. Consistently practices strategic human resources management. Motivates others to achieve excellence in patient care, quality, safety, service, and stewardship. Conducts regular meetings, informs team of changes in policy or procedure, and provides information regarding overall strategic mission, vision, and direction of hospital. Mentors, coaches, and supports direct reports and front‑line team with building teamwork, staff development, and education, to achieve optimal performance and develop talent. Ensures employee engagement survey participation rates and results meet established goals. Mandatory requirements are complete and required licensures, certification and/or registry are current and in good standing. Maintains compliance with hospital and system policies. Monitors and manages performance using the disciplinary process as appropriate. Professional Accountability Participates in hospital initiatives as appropriate. Adheres to hospital and system policies. Completes mandatory training and annual employee health screening timely. Maintains safety of the work environment and utilizes appropriate safety techniques. Recognizes and communicates ethical and legal concerns through the established channels of communication. Maintains professional growth and keeps current in the field and enhances professional growth and development through participation in education programs, current literature and in‑service meetings/workshops. Demonstrates accountability and responsibility by independently completing projects/assignments on time and providing timely responses to requests for information. Maintains confidentiality at all times. Performs other work as requested that is reasonably related to the employee's position, qualifications, and competencies. Education Bachelor's Degree in a Rehab discipline PT, OT or SLP required. Or, Bachelor's Degree Nursing required. Experience 3 years clinically related experience required. 2 years previous experience with inpatient rehab program administration in an acute care setting required. Progressive leadership experience preferred. Licenses and Certifications (Any of the certifications below are required upon hire) PT – Physical Therapist OT – Occupational Therapist SLP – Speech Language Pathology RN – Registered Nurse Skills Demonstrated verbal and written ability to communicate effectively and professionally across disciplines. Excellent interpersonal skills with the ability to establish and maintain effective working relationships across and beyond the organization. Demonstrated ability to influence and coach for results. Exceptional organizational and project management skills with the ability to handle multiple demands as well as respond to rapidly changing priorities.
