Payroll Specialist

The Payroll Specialist performs all assigned duties to ensure employees are paid accurately and all pay is recorded and accurately funded.

Essential Functions

• Provides assistance to the Payroll Supervisor and entails a variety of accounting duties involved with the control of fiscal transactions as they relate to employee payroll, departmental budgets and the accuracy of costs to funds and/or accounts within the District.
• Verifies contracts and notices of assignment for accuracy and maintains pay plans.
• Processes all Personnel Action Request forms, assigns proper account codes and other necessary information as it pertains to action requested.
• Interfaces time keeping system with payroll system.
• Assigns appropriate accounting codes and pay rates to all individual employee time cards.
• Audits payroll records to ensure compliance with FLSA and District chart of accounts.
• Compiles payroll data such as hours worked, taxes and checks/reviews same for accuracy.
• Determines and monitors extensive schedules to pay various employee groups (when, hourly rate, account to be charged, grade/step, calculates overtime, blended overtime, etc.).
• Processes employment verifications.
• Verifies and balances payroll information prior to processing actual payroll.
• Handles direct deposits (changes, additions/deletions).
• Balances all fiscal year end accounts.
• Attends professional development meetings and all other trainings as required; gives presentations to payroll staff as assigned by the Payroll Supervisor.
• Performs internal wage and hour verifications and other internal audits as assigned.
• Performs other duties as assigned.

Training and Experience

• High School Diploma
• Two or more years of automated payroll processing experience

Knowledge of

• Current and new USFR accounting codes.
• Accounting/Recordkeeping experience:
• State and Federal payroll taxes.
• Labor Laws associated with overtime payments.
• Automated payroll processing software.
• Accepted accounting principles.
• Knowledge of general office procedures.

Skill In

• Communication in both written and oral form with employees, banks, government agencies, brokers, mortgage companies, accountants, auditors, etc. regarding verification of employment, tax information, and bank deposits.
• Coordinating and processing statistical reports pertaining to absences for budgetary purposes.
• Verifying entries for employee pay computation, funds, codes, and other personnel/payroll information for budget reporting.
• Proficient and accurate operation of ten-key calculator.
• Basic computer skills including knowledge of MS Word and Excel.
• Maintaining rapport and composure with faculty and staff.
• Maintaining confidential information.
• Demonstrating positive attitude as a team member of the department.
• Working under pressure, within specific time frames and be detail oriented.
• Exercising good judgment in handling payroll related problems.

Positions in this class typically require: climbing, crawling, stooping, kneeling, crouching, standing, walking, pushing, reaching, lifting, feeling, talking, hearing, seeing, and repetitive motions.

Sedentary Work: Exerting up to10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
