This position will be full time and located in Melbourne, FL. The successful candidate will be required to work closely with the MDC2/SCS EI&E Leads to meet all current and projected technical operations and project management needs and challenges, and function as focal point and driver for business metrics, data calls and financial execution to meet current and future program execution needs.Responsibilities may include, but are not limited to:Leads staffing/hiring/redeployment administrative tasks. Represents the Engineering Disciplines in Weekly Staffing Meetings. Strategizes with the Program Leadership Team to implement solutions for all staffing challenges. Organizes and facilitates weekly functional and program staffing meetings. Tracks the start dates of incoming candidates. Ensures POST/Workday entries maintenance and reconciliation. Reports status to Section/Department Managers and EI&E Leads. Pulls data, prepares charts, affirms status, projects status and devises go forward plan. Supports University Relations and Recruiting (UR&R) activities with UR&R POC.Acts as the Resource Manager for the EI&E. Performs Office locations/relocations/archibus data entry & validation tasks for new and relocating employees. Supports onboarding tasks prescribed in Workday. Leads Provisioning Tasks (computers, phone, badges, wireless). Assists with arranging loaner laptops for new employees, as necessary.Performs Security Clearance Submittals and Tracking for new employees.Leads development and implementation of employee development strategies and the associated tracking of training activities. Analyzes Training currency (who, what, when) to ensure that training certifications do not lapse. Tracks ASTAR certifications and LX mandatory training compliance metrics and sends out e-mails to employees who are overdue. Coordinates and reserves training facilities for training classes.Performs Facilities/Labs/Infrastructure administrative tasks. Performs Property Management & Test Equipment Tracking to ensure compliance with required processes and procedures.Maintains management and communication of operational cadences. Tracks spending on BRAVO, Indirect, Capital, and NCTA projects.Leads development and implementation of EI&E processes, including the collection, reporting, and analysis of staffing, performance, quality, and other engineering metrics.Drive common people processes across MDC2/SCS Engineering teams; ensure execution of human resource management functions inclusive of staffing fulfillment, redeployment, and release processes; report status including analysis of program staffing, growth, skills projections, and direct labor rates (DLR).Coordinate with EI&E leadership team, program, and other functional counterparts to achieve the EI&E annual operating plan (AOP) and long-range goals and objectives.Provide support to technical training and skills development requirements through coordination and collaboration with CoTE and EI&E teams across MDC2 & SCS Engineering; coordinate skills development initiatives across all Engineering to influence outcomes.Coordinate proposal functional reviews and approval sign offs by all required MDC2/SCS and EI&E stakeholders, as applicable.Coordinate, author, and deliver weekly and monthly status reports to EI&E Leads.Execute projects in support of MDC2/SCS EI&E as tasked by the MDC2/SCS EI&E Leads.Basic Qualifications:Bachelor’s Degree and at least 12 years’ experience, or Master’s Degree with 10 years’ experience, or a PHD with 8 years’ relevant experience related professional/military experience that includes a background in functional leadership roles. Must be able to obtain and maintain an active DoD Secret clearance.Must be able to obtain and maintain Special Program Access (PAR) as determined by business needs.Experience in developing and managing processes across large organizations.Experience supporting various levels of employees, including Leadership.Experience with Microsoft Office (PowerPoint, Word, Excel)Preferred Qualifications:Proven experience supporting an Engineering Section, Department, Assistant Department Manager and/or Staffing LeadIn-depth knowledge of the NGAS Engineering organization and its operationIn-depth knowledge and experience with the NGAS resource management process inclusive of staffing, redeployment, and release processesPrevious experience supporting broad initiatives led by VP, Director or DMExcellent organizational, verbal, and written communication skills, as well as project management, analytical, planning and presentation skillsExperience developing and executing executive-level presentations and briefings.Microsoft Teams experience.Current and active DoD Secret Clearance and the ability to obtain and maintain Special Program Access.Primary Level Salary Range: $139,000.00 - $208,600.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
