Property Manager (LIHTC / Affordable Housing) - Temporary Assignment

Location : Sacramento, CA
Schedule : Monday - Friday, 8:30 AM - 5:00 PM
Pay : $27.00 - $30.00 per hour (DOE)
Position Type : Temporary (3-4 Month Assignment)

Express Employment Professionals is seeking an experienced Property Manager to support a 140-unit affordable housing community in Sacramento during a temporary leave. This is an excellent opportunity for an experienced affordable housing professional with HUD and LIHTC experience who can step in quickly and provide strong leadership to an established on-site team.

The Property Manager will oversee the daily operations of the community while working closely with a permanent Assistant Property Manager and two Maintenance Technicians to ensure the property remains compliant, well-maintained, and highly occupied.

Key Responsibilities

Oversee the daily operations of a 140-unit affordable housing community
Ensure compliance with HUD and Low-Income Housing Tax Credit (LIHTC) program requirements
Complete and review resident recertifications and compliance documentation
Manage resident relations, lease enforcement, move-ins, and move-outs
Support occupancy goals by assisting with leasing efforts and maintaining approximately 98% occupancy
Supervise and support the Assistant Property Manager and Maintenance team
Coordinate maintenance requests and ensure timely completion of work orders
Maintain accurate resident files and property documentation
Address resident concerns professionally while delivering excellent customer service
Ensure the property remains compliant with company policies and affordable housing regulations

Qualifications

Previous Property Manager experience required
HUD and LIHTC experience is required
Experience managing affordable housing communities
Strong knowledge of resident recertifications and compliance requirements
Excellent leadership, communication, and organizational skills
Ability to manage multiple priorities in a fast-paced environment
Professional, customer-focused approach with strong problem-solving abilities
