Deputy Director of Human Resources & Organizational Development

The City of Missouri City, proudly known as the "Show Me City," is seeking a strategic and collaborative human resources leader to serve as the Assistant Director of Human Resources & Organizational Development. Under the direction of the Director of Human Resources & Organizational Development, the Assistant Director assists in planning, directing, managing, and overseeing the core functions of human resources, including organizational development, employee engagement, policy administration, compliance, human resource systems, employee relations, workforce development, and special projects. This position provides leadership and operational oversight for assigned human resources programs, initiatives, and services and supports the implementation of strategic human resources objectives that align with the City’s vision, mission, strategic plan, organizational values, and City Council priorities. The Assistant Director serves as Acting Director in the absence of the Director or as assigned, ensuring continuity of leadership and operations within the department. Examples of Work Assists the Director in planning, directing, administering, and evaluating the programs, services, operations, and strategic initiatives of the Human Resources & Organizational Development Department. Leads the implementation of Citywide human resources initiatives, organizational development programs, employee engagement strategies, workforce development efforts, and organizational effectiveness initiatives. Assists in developing, implementing, communicating, and administering personnel policies, procedures, and programs; monitors changes in employment laws and regulations and recommends revisions to ensure compliance and operational effectiveness. Oversees annual human resources compliance activities, including required federal, state, and local reporting, policy reviews, audits, employee notifications, and records management. Monitors emerging employment laws, regulatory requirements, and industry best practices; recommends policy, operational, and compliance improvements. Manages complex human resources projects and initiatives, including procurement activities, requests for proposals (RFPs), vendor selection, contract negotiations, implementation, and contract administration. Oversees the administration, optimization, and continuous improvement of Human Resources Information Systems (HRIS), enterprise resource planning (ERP) systems, and other human resources technologies; coordinates stakeholder engagement, training, and process improvement initiatives. Administers and monitors contracts and vendor relationships for employee benefits, wellness programs, consulting services, technology solutions, learning and development, and other human resources services. Partners with department directors and managers to assess workforce needs and develop strategies related to employee engagement, retention, succession planning, organizational development, and workforce planning. Directs the development, implementation, and evaluation of employee engagement, wellness, recognition, leadership development, and organizational culture initiatives. Oversees employee surveys, organizational assessments, and workforce evaluations; analyzes results, develops action plans, monitors progress, and presents recommendations to executive leadership. Develops and maintains workforce metrics, dashboards, and performance measures to evaluate program effectiveness, support strategic planning, and drive continuous improvement. Provides consultation and guidance to department directors, managers, and supervisors regarding employee relations, performance management, organizational change, workplace issues, and the interpretation and application of personnel policies. Assists in administering employee benefit programs, wellness initiatives, and related employee services while coordinating with vendors, employees, and department leadership to ensure effective service delivery. Supervises assigned staff by establishing work priorities, assigning and reviewing work, providing coaching and professional development, conducting performance evaluations, and addressing performance issues in accordance with City policies. Assists in developing and administering the departmental budget; monitors expenditures, forecasts resource needs, and recommends budget adjustments. Represents the department on internal committees, cross-functional teams, professional organizations, and external agencies; prepares and delivers reports, presentations, and recommendations to executive leadership, boards, commissions, and City Council. Serves as project manager, program sponsor, or departmental representative for enterprise-wide initiatives impacting employees and organizational operations. Serves as Acting Director in the absence of the Director or as assigned. Performs other related duties as assigned. Subject to 24-hour recall and emergency operations response. Minimum Qualifications Bachelor’s degree from an accredited college or university in Human Resources Management, Organizational Development, Business Administration, Public Administration, Psychology, Sociology, or a closely related field. Four (4) years of progressively responsible professional experience in human resources, organizational development, public administration, or a related field, including at least two (2) years of supervisory or lead experience. Valid Texas Driver License. Preferred Qualifications Experience in municipal or other public sector government. Master’s degree in Human Resources, Public Administration, Business Administration, Organizational Development, or a related field. Professional certification such as SHRM Certified Professional (SHRM-CP), SHRM Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), IPMA-HR certification, or an equivalent human resources credential. Supplemental Information The Department of Human Resources & Organizational Development may consider an equivalent combination of education, training, and/or experience that provides the required knowledge, skills, and abilities. This position is designated as an essential employee and is required to work before, during, and after emergencies or disasters, whether natural or man-made. The incumbent is subject to emergency operations recall and may be assigned additional duties necessary to maintain the continuity of City services.
