The Program Coordinator will oversee and manage St. Lazare House, ensuring that clients receive the appropriate support, resources, and services to help them achieve long-term stability. Responsibilities include client outreach, eligibility screening, counseling, and coordinating housing and services in compliance with HUD guidelines. The Program Coordinator will manage documentation, reports, and ensure clients are connected to resources and maintain progress toward permanent housing. Additionally, the position includes supervising staff and collaborating with service providers to support client needs, while reporting to and working closely with the St. Louis City Director. Primary Duties and Responsibilities
Essential Functions
• Set policy and programming to ensure that clients are getting the support that they need and that all guidelines are followed as outlined by Grantors and other funders
• Outreach/screen potential clients for eligibility using the Coordinated Entry Front Door for all referrals
• Welcome new clients, educate them on program guidelines, and provide counseling to assist with lease understanding, utility setup, and moving-in process.
• Mediate conflicts or issues between tenants and/or between tenants and staff in a constructive and empathetic manner, fostering a safe and respectful environment for all participants.
• Ensure ongoing compliance with HUD guidelines for PSH rental assistance programs
• Ensure timely submission of required reports and documentation to remain in grant compliance (e.g., monthly activity and finance reports, Annual Progress Report, grant renewals).
• Ensure client charts include required eligibility documents, progress notes, treatment plans, and other necessary paperwork
• Work with maintenance to fix identified problems prior to clients move-in and while clients reside in units
• Conduct a psycho-social and needs assessment with each client at entry
• Develop with clients at entry and yearly thereafter an individualized housing and service plan, including planning a path to permanent housing
• Provide individual and group counseling to help clients improve quality of life, support clients in addressing behaviors and building skills for stable housing and develop healthier coping strategies
• Provide medication education and management
• Assist clients in obtaining and maintaining eligible benefits, seeking job training, improving job skills, pursuing education (e.g., GED), and finding employment
• Connect clients to community resources and supports and encourage ongoing participation
• Coordinate care with other service providers and involved supports
• Manages Human Resources tasks promptly, including payroll submissions to the Director of HR, interviewing, onboarding, coaching, training, and development of all staff and volunteers. Additional Tasks and Responsibilities
• Supervise life coach and all house monitor staff to ensure the use of good clinical care and respectful treatment of all clients
• Provide a means of communication that clients and staff may use 24/7 for emergencies
• Provide crisis intervention as needed
• Maintains all relevant program information current in both paper and electronic formats
• Develop programming as needed to better meet the ever-changing need of the clients
• Provide transportation to clients as needed to achieve goals
• Enter and update client data in HMIS and the New Org database weekly, with annual updates as required. Use data to assess program effectiveness and contribute to evaluation reports
• Attend community meetings, network with other service providers, and advocate for the homeless within the St. Louis City CoC
• Recruit, orient, and supervise Depaul USA volunteers and practicum students to support the program's operations and enhance service delivery for clients.
• Work closely with Depaul USA grant writer, accountant and bookkeeper to ensure good practices, grant renewal and help to secure financial stability for the ongoing needs of the program General Responsibilities
• Adhere to all quality assurance policies and procedures.
• Stay informed of current local and national events, trends, and issues, that impact Depaul USA's work with homeless individuals.
• Strive continuously to develop the role in collaboration with the supervisor to ensure that all tasks are being undertaken in an effective and appropriate manner, meeting the strategic goals and objectives of Depaul USA.
• Participate in internal/external meetings as required, attends training events, conferences, and other functions as necessary.
• Participate in regular supervision and annual evaluations, identifying his or her own developmental and training needs.
• Ensure adherence to all Depaul USA policies and procedures, particularly those relating to Health and Safety, Safeguarding and the Code of Practice and Confidentiality.
• Contribute to the effective implementation of Depaul USA's Equal Opportunities Policy as it affects both the organization and its work with this client group.
• Undertake the role in a professional manner maintaining a high-quality standard of work, in accordance with the Vision, Mission and Values of Depaul USA. Qualifications
The ideal Program Coordinator will be a professional with at least five years of experience in case management with vulnerable segments of the population. S/he will have experience working with individuals who have faced homelessness and struggled with issues of mental illness, cognitive disabilities, and addictions, as well people who are newly housed or employed. The Program Coordinator should possess the following:
• Minimum of a bachelor's degree in related field (ex. social work, psychology, etc.); 5 years' work experience in related field; Licensed Clinical Social Worker preferred.
• Exceptional communication, multi-tasking, conflict management and interpersonal skills.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), and experience with data management systems
• Ability to organize tasks, events, people, and delegate effectively.
• Ability to exercise independent judgment when appropriate and strong decision-making skills.
• Experience working with diverse populations Work Schedule:
• Onsite at St. Lazare House, 2912 Arsenal St, St. Louis, MO with limited offsite work.
• Monday through Friday, 8:00 AM to 5:00 PM CST.
• In rotation with leadership team on call evenings, nights, weekends and holidays Benefits:
