THE ROLE Under the general supervision of the Director of Event Services, the Parking Manager leads the planning and execution of parking and event-day traffic operations at Desert Diamond Arena to provide safe, efficient, and guest-focused vehicle and pedestrian movement. This position develops, submits, maintains, and implements required traffic control plans in coordination with the City of Glendale and other stakeholders while overseeing parking facilities, staffing, vendors, equipment, technology, signage, revenue controls, and event-specific logistics. The Parking Manager builds and develops a high-performing event workforce, collaborates across arena departments and public-safety partners, and uses operational data and post-event evaluation to continually improve safety, compliance, traffic flow, financial performance, and the overall guest experience. ESSENTIAL DUTIES AND RESPONSIBILITIES Manage the day-to-day and event-related parking operations of Desert Diamond Arena, ensuring safe, efficient, guest-focused service and effective use of available parking resources. Administer employee, contractor, vendor, VIP, accessible, and event parking programs, including the creation, inventory, issuance, tracking, and control of physical and digital parking passes and credentials. Develop, submit, maintain, and implement annual traffic control plans for Small, Medium, and Large events, as well as event-specific plans when required, including concurrent events at Desert Diamond Arena and State Farm Stadium, in coordination with the City of Glendale and other appropriate agencies and stakeholders. Plan parking and transportation logistics for arena events, including lot assignments, ingress and egress routes, traffic-control measures, pedestrian movement, accessible parking, rideshare operations, buses, oversized vehicles, premium parking, and other event-specific requirements. Lead event-day parking and traffic operations, including lot readiness, staff and vendor deployment, vehicle and pedestrian flow, internal and public operational communications, conduct pre-shift briefings covering assignments, safety, and guest service expectations, and make timely adjustments in response to changing conditions. Recruit, train, schedule, supervise, and develop parking personnel; prepare staffing plans and labor projections that support operational requirements, service expectations, and approved budgets. Develop, implement, and maintain departmental policies, standard operating procedures, training programs, maps, deployment plans, and other operational documents necessary for consistent parking and traffic operations. Oversee parking access and revenue controls, parking technology, operational equipment, signage, and related assets, including system administration, audits, inventory management, preventive maintenance, repairs, and vendor support. Conduct regular inspections of parking areas and related infrastructure; identify safety, maintenance, accessibility, and operational concerns and coordinate timely corrective action with internal departments, property owners, vendors, or public agencies. Ensure parking and traffic operations comply with approved traffic plans, organizational policies, contractual requirements, applicable laws and regulations, and recognized industry safety and accessibility standards. Address parking-related guest concerns, service issues, vehicle incidents, and special requests in a timely and professional manner while supporting a positive overall guest experience. Collaborate with arena departments, promoters, tenants, public-safety agencies, government partners, neighboring properties, parking operators, and transportation vendors to coordinate daily and event-related parking needs; participate in operational and event-planning meetings as required. Prepare and manage departmental budgets, payroll, purchasing, invoices, operational records, and performance reporting; analyze parking utilization, revenue, traffic flow, review/analyze guest surveys and other performance measures to maximize operational excellence, and event outcomes to improve future operations. Perform other duties and responsibilities as assigned. SUPERVISORY RESPONSIBILITIES The Parking Manager directly supervises part-time Parking Leads, Cashiers, and Lot Attendants, and provides operational direction to temporary or contracted personnel hired and assigned to support parking operations. This position has no full-time or management-level direct reports. REQUIRED EDUCATION, EXPERIENCE, LICENSES, AND CERTIFICATIONS Bachelor’s degree from an accredited college or university in Business Administration, Sports or Event Management, Hospitality, Transportation, Public Administration, or a related field; an equivalent combination of relevant education and progressively responsible experience may be considered. Minimum of three years of progressively responsible experience in parking, traffic, transportation, venue, or event operations, including experience supervising or leading part-time, temporary, or contracted personnel. Current American Traffic Safety Services Association (ATSSA) Traffic Control Supervisor (TCS) certification, or the ability to obtain the certification, including all prerequisite training, within six months of employment and maintain it in good standing throughout employment. Ability to complete and maintain all training, qualifications, and authorizations required to perform and supervise work under Desert Diamond Arena’s City of Glendale barricade certification, including implementing approved traffic-control plans and temporary restrictions affecting public streets, sidewalks, and other rights-of-way. Demonstrated experience planning and executing parking and traffic operations, including staff deployment, parking inventory and access controls, vehicle and pedestrian movement, guest service, and coordination with internal departments and external partners. Working knowledge of temporary traffic-control principles, traffic-control-plan development and implementation, barricade permitting processes, and applicable Manual on Uniform Traffic Control Devices and City of Glendale requirements. Valid driver’s license and the ability to maintain insurability under the organization’s vehicle-insurance requirements. PREFERRED EDUCATION, EXPERIENCE, AND PROFESSIONAL DEVELOPMENT Parking or traffic operations experience at an arena, stadium, convention center, public-assembly facility, large-scale event venue, or similarly complex operation. Experience developing, submitting, implementing, and evaluating traffic-control plans in coordination with a municipality, transportation agency, law-enforcement agency, or other public-sector partner. Experience establishing, modifying, inspecting, and removing temporary traffic-control setups involving streets, sidewalks, pedestrian routes, lane restrictions, closures, signs, cones, barricades, and related devices. Experience administering parking technology, access-control systems, digital or physical parking credentials, revenue-control procedures, cashless payment systems, and operational reporting. Parking, transportation, traffic-control, or venue-management professional development through organizations such as the International Parking & Mobility Institute, ATSSA, or the International Association of Venue Managers. SKILLS AND ABILITIES Strong working knowledge of parking and traffic operations, including traffic-control plans, ingress and egress, parking-space utilization, pedestrian movement, temporary traffic-control measures, and event transportation logistics. Ability to read, interpret, develop, and implement traffic-control plans, parking maps, site plans, permits, operating procedures, contracts, and applicable regulatory requirements. Demonstrated ability to lead, train, schedule, deploy, and evaluate part-time, temporary, and contracted personnel while establishing clear expectations and maintaining accountability. Ability to plan, organize, and prioritize daily responsibilities and multiple event-related projects within a fast-paced, deadline-driven environment. Ability to exercise sound independent judgment, take initiative, make timely operational decisions, and adapt plans in response to changing conditions. Strong written and verbal communication skills, including the ability to provide clear instructions, conduct staff briefings, prepare professional correspondence and reports, and communicate effectively by radio. Strong customer-service and conflict-resolution skills, with the ability to address guest concerns and operational issues calmly, professionally, and consistently. Ability to establish and maintain effective working relationships with employees, guests, clients, promoters, vendors, contractors, government agencies, public-safety partners, neighboring properties, and other stakeholders. Strong analytical and financial-management skills, including the ability to prepare staffing projections, analyze operational data, identify trends, and recommend improvements. Ability to administer and troubleshoot parking technology, access and revenue-control systems, handheld devices, mobile payment platforms, digital credentials, and related operational equipment. Proficiency with Microsoft Office applications, including Outlook, Word, and Excel, and the ability to learn and effectively use venue, scheduling, payroll, parking, and reporting systems.
