The City of Santa Clara is recruiting for several vacant positions Citywide.

Community Development Department - 1 position

The Management Analyst (Technology Project Manager) will serve as the department's strategic technology lead, driving innovation, operational improvement, and digital service delivery across Community Development. This position manages major enterprise systems such as Accela Civic Platform, oversees internal process improvement initiatives, leads technology-focused policy initiatives, oversees customer-facing tools and communications in partnership with internal teams, and acts as the primary liaison to IT and other departments for technology implementation. This position receives direction from Assistant Director, and supervises Business Analysts specializing in Accela Operations, and Enterprise Knowledge. The role requires a unique blend of systems thinking, project management, user-centered design, and policy insight to shape the tools and workflows used by planners, permit technicians, inspectors, plan checkers, and external customers. The ideal candidate will have the following:

• Strong project management skills
• Comfort leading cross-functional initiatives from concept to completion.
• Experience with permit management systems (Accela preferred), data integration, and process improvement in a government or regulated environment.
• Ability to explain technical topics to non-technical audiences and build consensus.
• Ability to communicate effectively orally and in writing.
• Ability to prepare and present clear, concise and accurate general or technical reports.
• Experience acting as lead to those assigned to a task, program or project.
• Familiarity with UX principles, content strategy, or civic tech tools is a plus.

Responsibilities:

• Serve as product owner for the Accela Civic Platform, leading roadmap planning, configuration, and coordination of enhancements with IT and vendor teams.
• Manage department-wide technology projects from evaluation through implementation, including vendor coordination, procurement, rollout, and staff training to support permitting, inspections, and customer service improvements.
• Oversee cross-departmental permitting technology initiatives.
• Lead efforts to improve the permitting experience through process mapping, stakeholder engagement, and implementation of low-code and no-code solutions.
• Represent the department in citywide initiatives related to website modernization, customer communications, and civic technology strategy.
• Lead policy research and development for emerging technology topics such as AI, serving as a resource to department leadership.
• Collaborate closely with the Citywide Communications Team, IT, and external vendors.
• Manage and mentor project-based team members, as needed.

Finance Department – 3 positions

Budget Position - 1 position

The Budget Division produces the City's biennial operating and capital budgets, develops long-term financial projections, analyzes and reports on the budget performance during the year, and works collaboratively with departments on any necessary budget analyses and amendments.

The ideal candidate will have the following:

• High level of technical expertise,
• Experience with complex financial analysis and budgeting,
• Excellent analytical and problem-solving skills,
• Excellent interpersonal and communication skills,
• Experience acting as a lead to staff,
• Strong attention to detail, and
• Ability to meet deadlines is a must.

Purchasing Position - 2 positions

The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activity for supplies, materials, and equipment as well as general and professional services. Purchasing operates with 19 full-time staff.

This position requires a highly agile and responsive professional capable of operating in a fast-paced environment. The role demands the ability to manage competing priorities, adapt to rapidly evolving and high-demand conditions, and provide timely procurement support to the City's Electric Department, Silicon Valley Power.

The ideal candidate will possess the following:

• Considerable knowledge of principles and procedures related to purchasing,
• Considerable knowledge of contract administration, including solicitation methods including RFQs, RFBs, and RFPs,
• Good knowledge of laws, policies and procedures governing public procurement,
• Good knowledge of mathematics to perform computations and collect statistics for basic cost and price analysis,
• Ability to read, interpret, explain and properly apply rules, regulations, laws, policies and procedures,
• Ability to use judgment and initiative in making recommendations and resolving problems that are complex and sensitive in nature,
• Excellent communication skills to engage in procurement planning with client departments, and
• Ability to effectively communicate purchasing policies and procedures to all City staff and interpret the City's purchasing policies and procedures as necessary.

Human Resources Department – 4 positions

The Human Resources Department for the City of Santa Clara is seeking a highly motivated and experienced Human Resources professionals with a specialized focus in recruitment and health and safety. This position will serve as a strategic business partner to departments across the City, supporting a variety of Human Resources programs. The ideal candidate will bring strong research and analytical skills, a data-informed approach to decision-making, and the ability to develop and implement effective recruitment strategies and administrative policies. These positions requires strong research skills, analytical thinking, the ability to interpret data and make recommendations, and ability to formulate administrative policies and procedures.

Duties include, but are not limited to:

• Health, Safety and Training Position
• Development, implementation, and evaluation of health and safety programs across city departments.
• Promote a safe and healthy work environment
• Ensuring departments maintain compliance with occupational safety regulations (Cal/OSHA).
• Promote a proactive safety culture through policy development, employee education, continuous improvement and cross-departmental partnership.
• Analyze injury and illness trends, workers' compensation data, and safety audit results to identify risk areas and recommend mitigation strategies
• Develop and maintain dashboards and reports to monitor health and safety performance metrics
• Assist in the creation, revision, and implementation of safety policies, procedures, and training programs
• Coordinate and support citywide safety initiatives, including ergonomic assessments, safety orientations, safety committees, safety trainings, wellness campaigns, and emergency preparedness
• Conduct research on regulatory changes (Cal/OSHA, ADA, etc.) and ensure compliance across departments
• Collaborate with department safety coordinators and HR partners to address workplace hazards and implement corrective actions
• Participate in incident investigations and root cause analyses; prepare reports and follow-up documentation
• Support the administration of the City's Injury and Illness Prevention Program (IIPP)
• Assist with budget development and grant applications related to health and safety programs
• Assist with administering citywide training program
• May lead or supervise support staff
• Labor and Employee Relations Position
• Participate in labor negotiations and meet and confer issues, including but not limited to attending labor negotiation sessions, drafting proposals/correspondence, and conducting cost analysis of proposals
• Research and interpret MOU language, Personnel Rules and Regulations and labor law for departments, employees, employee organizations, job applicants and the general public
• Conduct classification and compensation analysis and studies
• Consult and advise supervisors on employee performance and conduct issues
• Conduct investigations, including writing investigative reports, and assisting departments with the disciplinary process when needed
• Collaborate with a variety of departments to run the full recruitment/selection process for classified and unclassified recruitments

• Lead full-cycle recruitment for classified and unclassified positions, including job analysis, screening, selection, and onboarding

• Consult with hiring managers to identify staffing needs
• Create and update class specifications and conduct compensation studies and analysis
• Ensure compliance with local, state, and federal employment laws and regulations throughout the recruitment and selection process
• Participate in labor negotiations and support recruitment-related cost analysis and proposal development
• Advise departments on performance management and conduct issues, including investigations and disciplinary procedures when needed
